Requirements
  • U.S. Citizen.
  • Ability to work on-site, 2-3 days a week at the Red Cell Partners Office, located at 1800 Tysons Boulevard, Suite 900, McLean, VA.
  • Bachelor's degree in business, communications, or a relevant scientific/technical field (advanced degree preferred).
  • Minimum 6 years of proven successful experience managing Federal government proposals, grants, BAAs, and SBIR/STTRs, with a strong focus on R&D funding proposals.
  • Demonstrated understanding of Federal procurement processes and regulations, particularly in the R&D sector.
  • Experience working with scientists, consultants, and capture managers on highly technical, multi-stage Federal R&D proposals.
  • Experience using modern proposal management AI tools (ChatGPT, Claude AI, AskSage, etc).
  • Strong knowledge of proposal best practices and Federal proposal evaluation criteria for R&D funding.
  • Completion of Shipley Associates proposal management courses.
  • Proficiency in Microsoft Office suite, Adobe Acrobat, SharePoint, and proposal management software.
  • Excellent writing, editing, and communication skills, with the ability to translate complex scientific concepts into compelling proposal content.
  • Ability to manage multiple R&D projects simultaneously and meet tight deadlines.
  • Experience interviewing subject matter experts to support the proposal writing process for technical R&D proposals.
  • Proven track record of managing and winning R&D proposals (RFPs, CSOs, SBIRs, BAAs, OTAs) within the federal market ranging from $1M to $25M-plus (desired).
Responsibilities
  • Outline responses and manage overall submission for RFPs, BAAs, SBIRs and other Federal procurement opportunities.
  • Coordinate proposal content inclusion with management team, technical writers, finance and graphics departments.
  • Work directly with capture managers to incorporate vendor and subcontractor content to proposals.
  • Manage the preparation of several proposals in parallel.
  • Ensure struct proposal compliance to customer requirements.
  • Leverage Ai tools to boost proposal management efficiency.
