Requirements
- Bachelor's degree in a relevant field (i.e., statistics, M&E, international development, economics, technology)
- At least seven (7) years of experience working on MEL under USAID awards
- At least two (2) years of experience in a supervisory and/or management position
- Demonstrated experience collecting, analyzing, and reporting key data, including Performance Plan and Report (PPR), context indicators, and other key annual foreign assistance programming and budgeting reporting requirements
- Experience in design for MEL systems, data quality control and reporting for projects and programs
- Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices
- Demonstrated experience in research methodologies, research partnerships, and translating evidence
- Demonstrated experience providing capacity building on monitoring, evaluation, learning, and adaptive management
- Demonstrated experience in implementing and/or facilitating use of innovative approaches and tools for disseminating and utilizing results of monitoring, research and evaluation for adaptive management
- Strong familiarity with USAID's Evaluation Policy and related guidance on monitoring, evaluation, and learning and Collaborating, Learning, and Adapting (CLA) approaches
- Excellent demonstrated ability to effectively interact with international donors, host country government counterparts, and other implementing partners
Responsibilities
- Deliver high-quality monitoring, evaluation, and learning services including developing monitoring processes that have quick feedback loops to generate iterative learning and inform real-time adjustments
- Lead all MEL related deliverables, including activity monitoring, evaluation, and learning plans
- Lead Data Quality Analyses, performance monitoring and evaluations in accordance with USAID ADS 201
- Draft illustrative approaches to monitoring that measures the effectiveness and impact of emerging technologies in USAID programs
- Work with USAID to create a better system for capturing the outcomes information for analysis, adaptive management and program design
- Represent Bixal to USAID technical officers and implementing partners
- Support technical staff in the development of monitoring and evaluation assignments
- Manage the activity's MEL plan and support the design and implementation of learning agendas
- Provide inputs into performance management plans (PMPs) and/or Activity MEL Plans
- Lead trainings and capacity building sessions related to M&E for project team and USAID as requested
- Be responsible for planning and implementing dissemination activities for sharing results and findings of monitoring, evaluation, and research activities
- Perform other duties as required
Desired Qualifications
- Master's degree in a relevant field (i.e., statistics, M&E, international development, economics, technology)
- Experience in technology, cybersecurity, and/or digitalization strongly preferred
- 2+ years of experience working in a developing country
