Purpose/Description
The Engineer - Senior Licensed Professional is assigned to the Testing and Laboratory Office of the Engineering Division. This position manages a team of engineers and para-professional employees that test and inspect construction materials used for the construction of road and bridge improvement projects on the Engineering Division's Five Year CIP (Capital Improvement Program). The Engineer - Senior Licensed Professional takes a lead role to assure the needs of Wayne County's Permits, Construction and Design sections are met as it relates to Testing (Concrete, Asphalt, Materials and Geotechnical) and Construction/Structural Inspection. This position is responsible for assuring that FHWA (Federal Highway Administration), MDOT (Michigan Department of Transportation) and AASHTO (American Association of Highway and Transportation Officials) standards and certifications that are required for testing on Federal Aid projects are kept current for all testing personnel and equipment.
Educational and Experience Requirements
- Bachelor's degree in civil engineering from an accredited college or university
- Professional Engineer licensed in the state of Michigan
- State of Michigan Driver's License and an acceptable safe driving record
- Six (6) years Engineering experience with two (2) years in the Testing & Lab unit
- OR--Eight (8) years of Civil Engineering experience with four (4) of those years in Testing & Lab
Required Tasks
- Ensure proper utilization of equipment and staffing. Address any staffing and equipment deficiencies.
- Seek training through Michigan Department of MDOT (Michigan Department of Transportation)
- Assign projects to the engineers and para-professional classifications.
- Perform project manager duties for Testing consultant assistance contracts.
- Provide technical advice to industrial or managerial personnel regarding design, construction, or program modifications or structural repairs.
- Determine the adequacy and strength of foundations, concrete, asphalt, or steel through the design process.
- Ensure that your staff are inspecting and testing construction operations at the project site where required.
- Take a lead role in maintaining any needed certifications for efficient operations of the lab (i.e. CCRL and AMRL)
- Identify environmental risks and develop risk management strategies for civil engineering projects.
- Direct engineering activities ensuring compliance with environmental, safety, or other governmental regulations.
- Ensure timely delivery of Soil Boring investigation logs and Pavement Core Reports requested by the design staff.
- Implement process improvement with clear measurables. Set yearly measurable goals for your staff and provide any guidance or training to assist them in meeting your goals. These goals must be aligned with Wayne County's mission, vision and values.
