Responsibilities
  • Develop and implement commercial strategies for capital projects within budget and on time while building long-term supplier relationships.
  • Track the effectiveness of commercial strategies through spend analysis, market research, and supplier/proponent engagement.
  • Continuously seek and execute improvement opportunities to reduce overall cost without impacting quality.
  • Manage the proponent requirements and corresponding procurement strategies and contracts for assigned service categories as the central point of contact between business unit proponents, supplier representatives, and other key stakeholders.
  • Monitor market intelligence, source suppliers, issue RFPs, and evaluate, analyze, negotiate, and award/decline price proposals for assigned categories.
  • Prepare, submit and negotiate the contract terms and conditions with Legal’s support (master service agreements, commercial agreements, purchase orders, etc.).
  • Work within Oxy’s ERP System SAP/Ariba for issuing purchase orders, sourcing events and strategies, and contract lifecycle.
  • Work with proponents to develop sourcing/bid and evaluation matrix documents.
  • Execute the bidding process utilizing standard and repeatable means of recording communication, bid evaluation, and document storage within Ariba.
  • Actively participate in conflict resolution by managing contracts regarding change orders and various other project issues.
  • Manage contract renewals and amendments.
  • Interface with the following groups: a) Oxy internal audit group on supplier audits, b) Oxy accounts payable and proponents for invoice reconciliation, c) Oxy HSE for contractor safety management program, set-up, and approval, d) Oxy risk management group for insurance levels and exceptions thereof, and e) Oxy SCM supplier registration and contract management teams for new supplier registration.
  • Monitor assigned contracts to ensure suppliers comply with the terms and conditions.
  • Maintain regular communications with suppliers to determine capacity, competency, and cost competitiveness while also participating in supplier performance meetings.
Desired Qualifications
  • 3+ years of prior experience in management of service contracts
  • Knowledge of SAP, Ariba, Spotfire, Power BI systems
  • Prior experience in land-based construction activities (Facility construction and pipeline installation)
