Requirements

  • Great communication skills (oral and written) - skills in using Microsoft Office products to include Word, Excel, PowerPoint, Edge, and SharePoint
  • Ability to coordinate at the mid-grade level and develop Flag-level products
  • Clearance: Active TS/SCI
Responsibilities
  • Support Fleet-focused CONOPS and doctrine development through the full lifecycle—from concept to experimentation, validation, and transition into Navy Warfighting Publications (NWPs) and other doctrine.
  • Leverage operational Fleet experience to inform capability employment, producing information papers, talking points, briefings, and CONOPS/doctrine content. Participate in Fleet planning meetings, briefings, and video teleconferences (VTCs).
  • Organize and provide technical support for Fleet CONOPS development, validation events, work sessions, and briefings. Develop agendas, session materials, and documentation to facilitate Fleet participation.
  • Identify and plan FLEX experimentation and exercise opportunities to evaluate proposed operational capabilities, including developing data collection and analysis plans to validate Fleet-relevant concepts.
  • Contribute to the development and synchronization of Fleet Experimentation (FLEX) plans addressing Fleet priorities, warfighting gaps, and joint operational considerations.
  • Review, provide critical feedback on, and help finalize CONOPS and doctrine drafts, ensuring operational relevance, joint adequacy, and readiness for Fleet implementation.
  • Prepare briefings, reports, and white papers to update Fleet leadership on CONOPS, doctrine, and FLEX validation progress.
Desired Qualifications
  • Education: Bachelor’s degree in Operations Research, Systems Engineering, Intelligence Studies, or related field (or equivalent experience).
  • Prior experience in Electronic Warfare, EMSO, SIGINT, or Information Warfare planning.
  • Familiarity with DoDAF (Department of Defense Architecture Framework) views and operational architecture products.
  • Experience supporting acquisition programs, requirements development, or T&E events.
  • Familiarity with JADC2, Fleet Forces Command processes, or other Navy operational planning constructs.
