OutSystems has released its 2026 State of AI Development report, revealing that 96% of enterprises are already using AI agents and 97% are exploring system-wide agentic AI strategies. The survey of 1,900 global IT leaders shows a decisive shift from experimentation to production deployment in mission-critical operations. However, 94% of organisations report concern about AI sprawl increasing complexity, technical debt and security risks. Only a small fraction have established centralised governance approaches, with most using agents across fragmented environments. Thirty-eight percent globally report mixing custom-built and pre-built agents, creating AI stacks that are difficult to standardise. The impact is most apparent in IT and software development, where 31% say AI is already integral to their practices. Financial services and technology sectors report the highest production deployment levels.
OutSystems has introduced Agentic Systems Engineering, a new approach to AI development designed to help enterprises build and manage governed AI agent systems. The company announced the initiative alongside its Enterprise Context Graph, which provides real-time understanding of enterprise architecture to enable agents to work effectively across complex systems. The platform's enhanced Mentor tool will deliver conversational application generation and enable developers to use any agentic tool, including Claude Code, OpenAI Codex or Cursor, whilst maintaining security and compliance. Early customer implementations show significant results: SRS Distribution has accelerated development by 50%, whilst Kent State University and valantic are using the platform to maximise productivity. OutSystems plans to launch an early access programme in the second quarter of 2026.
