Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary

The Director of Construction Controls & Oversight monitors and oversees weekend capital construction activity primarily on the NYC Transit (NYCT) system. This includes ensuring the effective deployment of construction flaggers, work trains, and track access ("General Orders") across a wide portfolio of projects; ensuring construction activity is occurring in a safe manner and in compliance with MTA C&D and NYCT procedures; and escalating issues to senior leadership as needed. The role is responsible for documenting and directing real‑time weekend operational oversight, emergency response coordination, resource planning, field support, and reporting. The Director plays a critical role in ensuring track access readiness, operational consistency, and process improvements that enhance construction productivity.

Responsibilities

Weekend Force Account Coordination & Safety Oversight

Provide weekend operational support, safety & security assurance, and construction compliance oversight, coordinating in real time with C&D and NYCT to ensure safe, efficient execution and adherence to planned service changes.

Serve as the primary emergency contact for all weekend operations, managing real‑time issue resolution for track access, work train coordination, and field challenges, while elevating emergency management, safety & security‑critical issues to the Office of Safety Oversight and major operational impacts to the  Delivery Services Office as appropriate.

Proactively check in with active weekend construction projects to confirm project work commencement and completion, project access, resources, and support were received as planned, escalating systemic or recurring issues to C&D leadership.

Identify, troubleshoot, and resolve operational issues in real time, escalating to appropriate C&D and NYCT leadership when necessary.

Building and maintaining supportive and collaborative working relationships with project teams and operational divisions is necessary for effective project delivery.

Ensure clear, consistent communication and proper dissemination of critical information.

Coordinate daily with NYCT, B&T, Railroads, and C&D teams to maintain continuity of service, respond to schedule changes, and ensure project execution aligns with delivery and safety governance standards.

Partner with C&D Safety Oversight to identify process enhancements that increase worksite safety.

Reporting & Construction Compliance

Collect, review, and consolidate night and weekend operational data into clear reporting packages that highlight safety performance, resource deployment, access utilization, and operational challenges for C&D and NYCT leadership.

Lead weekly retrospective meetings that surface and resolve systemic or recurring issues.

Create, maintain, and utilize summary tracking tools.

Prepare and distribute consolidated weekend operations reports.

Support and participate in projects and other assigned transit-related initiatives.

Contribute to the continuous improvement of processes, applications, and tools to maximize track access utilization, force account resource fulfillment, and construction productivity.

Provide field oversight and monitoring of construction activities performed during planned outages, shutdowns, General Orders (GOs), track access windows, and service diversions.

Ensure contractors, consultants, and project teams maximize productivity during limited access periods and adhere to approved work plans.

Monitor outage execution, workforce deployment, equipment utilization, and production rates to verify efficient use of available work windows.

Identify and help resolve field issues that may impact productivity, schedule, safety, or operational requirements during outages and shutdowns.

Review outage performance and prepare post-outage assessments documenting accomplishments, productivity metrics, and opportunities for improvement

Monitor and ensure contractor compliance with track access requirements, work limits, and operational constraints.

Support the development and implementation of outage productivity initiatives, performance scorecards, and reporting dashboards.

Analyze outage utilization trends and recommend strategies to improve construction efficiency, resource allocation, and project delivery performance.

Develop lessons learned and best practices to improve future project execution.

Education and Experience

A Bachelor's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field.

A Master's degree in Construction Management, Project Management, public policy, public administration, public affairs, or business administration is strongly desired.

Must have a minimum of ten (10) years of experience in Transportation Planning or Budgeting, Infrastructure, Finance, Planning, or a related field.

Must have a minimum of six (6) years of managerial experience.

Competencies:

Familiarity with the MTA network and/or the MTA Capital Program.

Experience with construction management

Familiarity with the MTA's policies and procedures.

Excellent organizational and presentation skills.

Demonstrated supervisory and/or leadership capabilities.

Demonstrated proficiency in Microsoft Office Suite or similar applications, i.e., Word, Excel, PowerPoint, and Outlook.

Preferred:

Familiarity with MTA operating agencies and construction support resources

Knowledge of construction resource management, force account practices, and related systems (TLCS, TAMS, WTMS)

Working knowledge of work train procedures, flagging operations, and General Orders

Proficiency in Microsoft Office

Strong leadership, supervision, and team development

Excellent communication, collaboration, and interpersonal skills

Strong organization, documentation, and presentation abilities

Proven problem-solving, decision-making, and proactive issue resolution

Ability to manage multiple priorities in a fast-paced environment and work independently, including weekends
