Requirements
  • A high school diploma or GED is required; a college degree is preferred but not required.
  • At least five years of work experience in management and the development and implementation of design-build construction projects is required.
  • Experience managing large commercial construction projects is required.
  • Demonstrated ability to manage a multi-million-dollar project portfolio and a team consisting of Project Managers, Design Engineers, Estimators, Contract Administrators, administrative staff, field installers, vendors, and subcontractors is required.
  • Thorough knowledge of all construction-related trades is required.
  • Basic computer skills and proficiency in Microsoft Word, Microsoft Outlook, Microsoft Project, Microsoft Excel, Adobe Acrobat, and R.S. Means are required.
  • Strong verbal and written communication skills are required.
  • Strong organizational and planning skills are required.
  • First Aid/CPR and OSHA 30 are required.
  • USACE Construction Quality Control is required.
Responsibilities
  • Coordinate with and assist the Project Manager, vendors, subcontractors, and management to determine manpower, material, and equipment needs.
  • Serve as the direct liaison with the Government Contracting Official.
  • Direct the daily activities of subcontractors and vendors to ensure compliance with contract documents, safety rules, and quality and security requirements.
  • Ensure the construction schedule and budget remain according to plan.
  • Define construction project purpose and scope, calculate required resources, establish standards and protocols, allocate resources, schedule and coordinate staff and subcontractors, evaluate milestone assumptions and conclusions, resolve design problems, and evaluate and implement change orders.
  • Monitor project expenditures, identify budget variances, implement corrective actions, and provide non-project annual operating and capital budget information.
  • Supervise coordination and provide input as needed with contractors providing project services and infrastructure.
  • Contribute construction information to strategic plans and reviews, implement production, productivity, quality, and customer service standards, resolve problems, and identify construction management system improvements.
  • Locate, evaluate, and select subcontractors; monitor and control their performance and ensure quality workmanship.
  • Oversee preparation and submission of daily construction activity logs and reports.
  • Supervise change proposals, proposal requests, requests for information, supplemental instructions, and other contract documentation.
  • Ensure each subcontractor receives the subcontract package and returns required agreements, submittals, government documents, W-9 forms, certificates of insurance, certified payroll, lien waivers, and schedules of values to headquarters.
  • Maintain a safe, secure, and healthy work environment by following and enforcing standards and procedures and complying with legal regulations and OSHA standards.
  • Schedule and conduct required pre-construction Contractor Quality Control and safety meetings with every individual on the jobsite.
  • Communicate project progress to the Project Manager and ensure deadlines are met.
  • Provide coordination and input with contractors providing project services and infrastructure, including schedule and cost management.
  • Monitor and ensure contractor schedule performance and quality workmanship.
  • Review and approve subcontractor payment requests and forward them to the Project Manager for approval.
  • Attend local meetings, approval meetings, conferences, and required meetings; document items and take action in the client's interests.
  • Maintain relationships and act as liaison regarding Federal, State, and Municipal matters, including the City's permitting and construction inspection requirements.
  • Evaluate construction projects by conducting inspections at critical phases and obtain customer approvals.
  • Complete continuing education requirements.
  • Update job knowledge by tracking emerging construction practices and standards, participating in educational opportunities, reading professional publications, maintaining professional networks, and participating in professional organizations.
  • Perform other assigned duties and special projects as needed.
