Requirements
  • Six or more years of safety-related experience.
  • Working knowledge of Occupational Safety and Health Administration, National Electrical Code, National Fire Protection Association, Department of Transportation and workers compensation laws.
  • Must be familiar with operating principles of natural gas transmission and gathering facilities.
  • Alternative experience in other energy fields or pipeline delivery systems will be considered.
  • Advanced analytical, problem-solving, and conflict resolution skills.
  • Ability to develop and present safety recommendations and programs to management, field teams, and regulatory agencies.
  • Proficient oral and written communication skills to enable incumbent to work closely with all field employees, senior management, field operations and government agencies, as needed.
  • Proficient computer skills (Word, Excel, PowerPoint, Access) and mobile communication equipment (Smartphones, wireless applications, remote access).
  • Ability to adjust to continuously changing priorities.
  • Be available to be on call to facilitate any safety related issues.
  • Ability to prioritize and handle multiple tasks and projects concurrently.
  • Travel willingness: 35% to 70% of workdays with some overnight stays.
  • Education: Bachelor’s degree in industrial safety, engineering, business management or administration (or related progressive experience if no degree).
  • Certification: CSP or ARM certification preferred.
Responsibilities
  • Provide oversight, program management, and facilitate the implementation of safety and loss prevention programs at compressor stations, underground storage facilities, four liquefied natural gas plants and other gas pipeline related facilities, including the Cove Point LNG facility in Lusby, MD and three smaller modular LNG plants in Jacksonville, Florida; Trussville, Alabama; and Wyalusing, Pennsylvania.
  • Travel to LNG sites approximately quarterly.
  • Availability to support safety incidents on a 24/7 basis and respond to Cove Point LNG Terminal within 2 hours for plant emergency response support; reside near Cove Point LNG Terminal in Lusby, MD.
  • Conduct complex facility integrity evaluations to identify and quantify operation risks and regulatory safety compliance; identify and track risk mitigation measures from identification to completion; develop employee safety programs and processes; conduct incident investigations and ensure appropriate mitigative measures; develop policies and programs to control risks, prevent losses and protect personnel and assets.
  • Provide direction to area management and field teams to maintain and quantify facility risk levels and ensure the risk assessment model is operational.
  • Direct field operations and technical services personnel to prepare what-if scenarios for developing risk mitigation and loss control measures.
  • Facilitate joint risk assessment with operations managers and technical services, submit potential risk mitigation projects to the project database, ensure quality management standards.
  • Develop reports and analyses from risk factors for facilities; compare risk levels of regional facilities.
  • Prepare special reports documenting results of special projects or surveys.
  • Administer all regulatory, company, and department safety programs and initiatives related to employee health and safety (OSHA, US Coast Guard, Federal Energy Regulatory Commission, USDOT).
  • Assist in developing and maintaining corporate-level safety programs and procedures.
  • Provide safety training to LNG personnel; track training; example topics include weekly tailgate, OSHA compliance training, online OSHA module training.
  • Facilitate and direct incident investigations for injuries, automobile accidents, and other safety-related failures; ensure root cause analysis and track corrective actions.
  • Develop and maintain vendor contracts for safety and industrial hygiene surveys, studies, and inspections.
  • Provide expert leadership in the Human Performance Improvement program and serve as LNG HPI Champion.
  • Build relationships with local, state, and Federal emergency responders; coordinate safety training and emergency exercises.
  • Manage Fire Brigade programs: training, turnout gear management, qualification tracking, apparatus maintenance, fire response planning, program administration.
  • Manage Confined Space Rescue Team programs: training, readiness inspections, qualification tracking, program administration.
  • Manage personnel protective equipment programs including fire-retardant clothing program administration and clothing management for LNG employees.
  • Serve as the competent individual for the fall protection program including training and equipment inspections.
  • Serve as primary technical contact on emergency response including training, drill execution, program management and improvement, and plan administration.
  • Develop, prepare, and present routine safety reports including leading and lagging indicators weekly, monthly, quarterly, and yearly; include facility staff and all-hands meetings.
  • Administer the personnel gas monitoring program at LNG facilities including management of gas monitoring devices, training, and program administration.
  • Provide support and technical assistance with fire protection system management and maintenance (dry chemical, firewater deluge, foams, gaseous suppression systems).
  • Stay updated on technologies and regulatory changes related to risk assessment and hazard management for safety programs.
  • Act as company liaison with investigators and prosecutors for optimal case outcomes and best practices.
  • Perform process and performance safety audits; conduct root cause analyses and track corrective actions to completion.
  • Participate in development and review of operating procedures, guidance documents, and policies as safety program subject matter expert.
  • Perform additional responsibilities as requested; ensure procedures and policies are accurate and up to date; propose improvements as needed.
  • Relocation assistance available; live within commuting distance of 60 minutes of the facility.
