Requirements
  • A minimum of five years of experience in procurement or supply chain management with a Bachelor's Degree, or a minimum of three years with a Master's Degree in procurement, supply chain management, or an equivalent field
  • Proven experience as a procurement manager or in a similar procurement or supply chain management role, preferably in procurement or government contracting
  • In-depth knowledge of federal procurement processes, best practices, and regulations, including familiarity with government contracting and compliance requirements such as the Trade Agreements Act and Buy American Act
  • Proficiency in procurement tools, contract management software, and Microsoft Office Suite
  • Professional certifications such as Certified Professional in Supply Management or Certified Commercial Contracts Manager are preferred
  • Ability to perform the minimum physical, cognitive, and environmental job requirements for this position with or without accommodation
  • US work authorization and residence within commuting distance to Washington DC; relocation benefits not provided
  • Knowledge of contract law and contract management, strong negotiation and communication skills; ability to draft and negotiate contracts and manage multiple projects
Responsibilities
  • Collaborate with internal departments to develop U.S. Government compliant procurement strategies from initial sourcing through product development, including evaluating changes to suppliers against award terms
  • Review vendor and supplier agreements to ensure procurements comply with FAR, DFARS, CFR, and award terms and conditions; maintain extensive knowledge of U.S. Federal procurement requirements to maintain ongoing compliance and identify improvement opportunities including Small Business Subcontracting, Trade Agreements Act, Buy American Act, Procurement Integrity Act, Truthful Cost or Pricing Data, FAR Part 12, and FAR Part 15
  • Collaborate with internal departments to prepare documentation to substantiate sourcing decisions including cost or price analysis, source justifications, consent to subcontract approvals, evidence of competition, representations and certifications, and commercial item determinations; participate in the entire contract lifecycle including drafting, negotiating, and executing contracts with vendors and suppliers with appropriate flow-down clauses and required representations or certifications
  • Monitor vendors and suppliers performing on government funded agreements for project completion and readiness for close-out; evaluate approved supplier lists and long-term agreements for compliance and price reasonableness; support mandatory reporting requirements such as small business participation, Federal Funding Accountability and Transparency Act, executive compensation reporting, and incurred cost submissions; monitor performance and compliance and notify customers of issues; maintain contract records and assist with disputes

  • Experience with small business subcontracting, cybersecurity compliance, counterfeit part detection and avoidance, and anti-lobbying clauses
