Requirements
  • At least 8 years of experience in proposal management, program management, or government contracting within defense technology, space, dual-use, or equivalent professional experience.
  • A proven track record leading proposals from kickoff through submission for SBIRs, RFPs, BAAs, or similar government solicitations.
  • Strong technical communication skills and the ability to distill engineering and product concepts into clear, evaluator-friendly narratives without oversimplifying.
  • Foundational understanding of engineering, product development, and systems architecture to support credible technical scoping and writing.
  • Proficiency with customer relationship management and pipeline tools for deal tracking, reporting, and workflow management.
  • Familiarity with government procurement processes, Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement compliance, and common submission portals and timelines.
  • Ability to create and refine templates, scorecards, checklists, and workflows that scale and improve over time.
  • APMP, PMP, Shipley certification, or an equivalent proposal management credential.
  • Experience in space, defense, Earth observation, or robotics sectors.
  • Deep SBIR/STTR expertise, including Phase I to Phase II positioning strategy and program structure.
  • Hands-on pricing experience, including rate structures, level-of-effort estimation, risk/reserve methodology, and budget narrative development.
  • Experience with proposal automation tools or proposal writing platforms, including Deltek and Responsive.
  • Must be a U.S. Person due to required access to U.S. export-controlled information or facilities.
  • Passion about defense of the United States and its allies.
  • May be expected to obtain and hold a U.S. Top Secret security clearance.
Responsibilities
  • Own proposal strategy and execution across all active pursuits by establishing win themes, aligning the technical approach, coordinating compliance review, and driving proposals to on-time submission.
  • Serve as Proposal Lead on active opportunities by facilitating kickoffs, assigning writing tasks, setting detailed milestones, managing proposal schedules, and surfacing blockers early.
  • Build and maintain a proposal asset library of reusable templates, including cover letters, statements of work, compliance matrices, cost volumes, organizational capability narratives, and past performance summaries.
  • Translate technical concepts into evaluator-focused narratives by working with Engineering, Product, and Program teams to distill complex capabilities into clear, persuasive proposal language for government and commercial evaluators.
  • Coordinate cross-functional reviews to stress-test win themes, validate compliance, confirm cost realism, and ensure all sections support a cohesive, differentiated story before submission.
  • Manage proposal schedules and status tracking, including risk reporting, milestone tracking, and resource coordination across functions.
  • Drive proposal operations and process improvement by establishing scorecards, checklists, and workflows that enable consistent, scalable proposal execution as the company grows.
  • Lead pricing and cost volume coordination between technical teams and Finance to ensure credible, competitive cost narratives align with technical scope.
  • Manage multiple concurrent proposals at varying stages of maturity while maintaining organized documentation, compliance artifacts, and version control.
  • Ensure compliant submissions across government portals, including SAM.gov and agency-specific systems, in partnership with BD and Sales.

Scout AI, a defence startup founded in 2024 by Coby Adcock and Collin Otis, has raised $100 million in a Series A round led by Align Ventures and Draper Associates, following a $15 million seed round in January 2025. The company is developing "Fury", an AI model to operate military vehicles and weapons using Vision Language Action technology based on large language models. Scout is training the system at an undisclosed US military base in California, where autonomous all-terrain vehicles navigate unmarked trails and challenging terrain. The startup has secured $11 million in military contracts from DARPA and other Department of Defence customers. Its technology is being tested by the US Army's 1st Cavalry Division, with potential deployment in 2027. Scout's first commercial product, "Ox", will provide command and control software for coordinating multiple drones and autonomous vehicles.
