Requirements
  • A bachelor's degree in Supply Chain, Business, Information Systems, Finance, or a related field.
  • One to three years of hands-on experience with Oracle EBS Procurement modules or similar enterprise resource planning procurement or contract lifecycle management systems.
  • U.S. citizenship and the ability to obtain a government clearance.
  • CompTIA Security+ certification or the ability to obtain it before starting.
  • Foundational understanding of procure-to-pay processes, including requisitions, purchase orders, approvals, receiving and returns, and the supplier lifecycle.
  • Strong skills in documenting requirements, creating test scripts, and analyzing process gaps.
  • Ability to work with cross-functional teams including finance, procurement, contracting, and technical developers.
  • Ability to work in a remote environment with occasional travel onsite to Lackland Air Force Base in San Antonio, Texas.
Responsibilities
  • Support Oracle EBS Procurement modules including Purchasing, iProcurement, iSupplier, Sourcing, and related workflows.
  • Assist in documenting functional requirements for procure-to-pay processes, vendor onboarding, catalog structures, sourcing events, and purchasing activities.
  • Conduct guided configuration of purchasing options, document types, approval hierarchies, descriptive flexfields, supplier profile attributes, and contract workflow configuration inputs.
  • Contribute to configuration workbooks and maintain traceability to requirements.
  • Facilitate working sessions with procurement, contracting, and supply chain stakeholders to capture business needs.
  • Perform fit-gap analysis comparing business processes to standard Oracle capabilities.
  • Identify enhancement opportunities and assist senior consultants with functional design documentation.
  • Develop and execute test scripts for requisitions, purchase orders, receipts and returns, supplier onboarding, contract approvals, and document flows.
  • Support system integration testing and user acceptance testing cycles, log defects, validate fixes, and document results.
  • Participate in regression testing for enhancements, patches, or integration changes.
  • Validate supplier, contract, and purchasing master data during conversions or integrations.
  • Assist in cleansing, mapping, and verifying data accuracy across multiple source systems.
  • Troubleshoot supplier or procurement data inconsistencies and recommend fixes.
  • Create user guides, standard operating procedures, process flows, and functional design notes.
  • Support training sessions and knowledge transfer to functional users and junior analysts.
  • Ensure documentation adheres to program templates, version controls, and governance standards.
  • Collaborate with accounts payable, general ledger, accounts receivable, Projects, and Inventory teams to ensure procurement processes integrate smoothly across modules.
  • Partner with technical teams to support Reports, Interfaces, Conversions, Extensions, and Workflows requirements impacting procurement.
  • Provide functional input for integration design, supplier interfaces, and validations.
  • Ensure procurement processes align with internal controls, audit requirements, and approval frameworks.
  • Maintain compliance with enterprise resource planning governance and security guidelines, including secure handling of procurement and contract data.
  • Support documentation for control points related to procure-to-pay workflows and access management.
Desired Qualifications
  • Hands-on experience with Oracle EBS R12 modules such as Purchasing, iProcurement, iSupplier, Sourcing, and Contracts/Contract Lifecycle Management.
  • Experience supporting procurement functions in public sector, higher education, or regulated environments.
  • Understanding of procurement controls, approval hierarchies, and compliance-driven workflows.
  • Knowledge of Structured Query Language for data validation and supplier record analysis.
  • Familiarity with enterprise resource planning implementation lifecycles, including requirements, configuration, testing, and cutover.
  • Oracle EBS Procurement Implementation Specialist or related Oracle certifications.
  • Experience with supplier integrations, Electronic Data Interchange, catalog management, or procurement reporting tools.
