Requirements
  • 6-8 years of relevant experience with a bachelor’s degree (Additional experience will be considered in lieu of degree).
  • Active Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility is a must.
  • U.S. Citizenship is required for the purposes of obtaining/holding a U.S. security clearance.
  • Demonstrated leadership experience and management skills.
  • Experience with Special Access Programs (SAP).
  • Possess an analytical mindset with effective problem-solving skills.
  • High Proficiency with MS Office applications, including SharePoint.
Responsibilities
  • Perform duties as Contractor Program Security Officer and may include supervision of work performed by other security personnel.
  • Develop, coordinate, maintain and execute multiple Security Standard Operating Procedures for the Special Access Program Facility/Sensitive Compartmented Information Facility (SAPF/SCIF) including Document Control, Personnel Security, and Physical Security.
  • Conduct annual collateral/SCI/SAP self-inspections utilizing facility self-inspection checklists; develop corrective action plans for deficiencies and submit to the government for approval.
  • Conduct security inquiries, identify suspected security infractions and violations, develop reports, and make corrective actions recommendations to the government security team.
  • Maintain the physical security standards of all responsible SAP/SCI facilities per the DoDM 5205.07 Volume 3 and ICD 705.
  • Execute and document completion of an annual physical inventory of Top-Secret material under the control of the assigned facility.
  • Develop, coordinate, and submit physical security documentation such as Fixed Facility Checklists (FFC); conduct annual self-inspections and prepare and execute corrective action plans.
  • Provide access control support that ensures continuous support during normal operating hours.
  • Assist in preparation, review, coordination, execution of Operations Security (OPSEC) and Transportation security plans.
  • Establish and implement a Security Education, Training and Awareness program tailored to the facility requirements that provides all aspects of security training and documentation.
  • Assist the government security team with the personnel security program to include training on personnel processes, generating and/or reviewing Program Access Request packages, maintaining personnel security records and documentation, and assisting Personnel Security Specialists.
  • Handle classified documents in accordance with all applicable information security policy and ensure control and accountability of all classified material in the document control system.
  • Prepare material designated for destruction and ensure destruction is document control system.
  • Perform duties of a Top-Secret Control Officer and Communications Security Material Custodian.
  • Provide training on proper marking, transmission, control, storage, distribution, and destruction of classified material.
  • Act as a Data Transfer Agent and execute High-to-Low and Low-to-High Assured File Transfers.
