Requirements
  • Bachelor’s Degree (in related field) and/or five (5) years’ experience in international affairs/foreign policy, communications, business management, social science, information technology, political science, or other related fields.
  • At least Three to five (3-5) years’ experience drafting informational materials for government personnel approval.
  • Experience in production, communication, and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  • Understanding of U.S. foreign policy goals and objectives in the region. Experience in communication programs and policies.
  • Skills working with Microsoft office applications and cloud-based applications.
  • Excellent writing, speaking, and research skills to produce independently prepared, authoritative documents under tight deadlines for consideration by senior managers in the Department.
  • Active Secret clearance.
Responsibilities
  • Coordinate with stakeholders on role of foreign assistance to the region and the role of ACE.
  • Draft a wide array of materials for a variety of audiences concerning the role, goals, success, and challenges of U.S. foreign assistance to Europe, Eurasia, and Central Asia.
  • Utilize a variety of platforms to disseminate information about foreign assistance to Europe, Eurasia, and Central Asia to key stakeholders.
  • Facilitate development and execution of special programs and events.
  • Provide draft or advice on information sharing promotion.
  • Produce, research, and formulate official responses written and verbal requests as directed by ACE's executive leadership.
  • Draft, manage, and execute all informational materials, projects, tasks, and deliverables as directed by ACE executive leadership.
  • Evaluate implementation of significant communications and policy changes with appropriate staff and senior management as necessary.
  • Develop, update, or streamline templates, processes, and guidance.
  • Coordinate and develop outreach and communications project, e.g., monthly newsletter, fact sheets, website updates, etc. for internal audiences.
  • Collaborate with colleagues on Data Analytics and Learning and Budget and Administration to ensure accurate reporting on fiscal issues.
  • Draft, coordinate, and post fact sheets on U.S. foreign assistance strategies, resources, and programs.
  • Assist with the budget planning, reporting, and execution processes.
  • Enter fiscal budget data in appropriate databases or spreadsheets.
  • Store and maintain files and documentation in SharePoint, including but not limited to approved Operational Plans, CNs, F memos, etc.
  • Support participation in oversees meetings with foreign officials and other international and multilateral events that feature discussion of foreign assistance, and/or participate him/herself. This includes press, website, and newsletters, and other materials.
  • Provide expert policy advice on grants and contracts policy and approaches.
  • Initiate, develop, and recommend award management policies, procedures, guidance, and controls for contracts and the various program portfolios.
  • Coordinate with procurement/acquisition/award and program managers to implement training strategies.
  • Authoritative technical expert, develop and present innovation.
  • Plan, implement and coordinate comprehensive approaches to properly maintain and address both the technical and administrative requirements of the office/organization.
  • Prepare briefing checklists, letters, reports, agendas, talking points, meeting minutes, and responses to interagency inquiries.
Desired Qualifications
  • Demonstrated experience with Department of State foreign assistance data and information systems and process, including the Foreign Assistance Data Review (FADR), and Foreign Assistance Coordination and Tracking System (FACTS Info) preferred.
  • Graphic and web design experience preferred.
