Projects and Services Manager

Responsibilities:

The DoD-Defense Industrial Base Collaborative Information Sharing Environment (DCISE) is the operational hub for DoD's Defense Industrial Base (DIB) Cybersecurity Program, focused on protecting intellectual property and safeguarding DoD content residing on or transiting contractor unclassified networks. DCISE develops and shares actionable threat products, performs cyber analysis and diagnostics, and provides remediation consults for over 1000 Defense Industrial Base Companies (DIBCOs).

• The qualified candidate for this position will be responsible for driving transformative initiatives and lead efforts to look for additional capabilities to support the DIB so they can better protect themselves against the adversary
• The qualified candidate will Identify and implement new data sources, tools, and system to improve delivery of products and services to our DIB partners, optimize customer experience, and position DCISE as the authoritative resources for DIB cybersecurity
• Provide management support of multiple pilots and projects under the Expanded Offerings and Projects (XOP) Division
• Participate in weekly meetings with stakeholders and present relevant updates to any ongoing projects
• Identify and document capability needs, requirements, and Key Performance Indicators (KPI) for future pilot offerings to DIBCOs  
• Engage with customers and external stakeholders to effectively address technical considerations and resolve issues related to multiple service and pilot offerings

Qualifications:

• Secret security clearance (TS/SCI preferred)
• Associates degree and 10+ years of experience; OR Bachelor’s degree and 8+ years of experience; OR Master’s Degree and 6+ years of experience. Or 3 years with PhD. However, four (4) years of additional relevant experience or specialized training will be considered in lieu of a Bachelor’s degree.
• Expert-level knowledge of DoD’s BDP (Big Data Platform) and/or ELICSAR
• Expert-level presentation skills
• Expert-level technical writing skills, which will be utilized to create process documents and presentations
• Expert-level understanding of SIEM tools and firewall applications
• Excellent communication and time management skills
• A minimum of two years of the following experience:
  • Providing infrastructure analysis
  • Performing analysis of physical and logical digital technologies
  • Conducting in-depth target and technical analysis
  • Monitoring network/firewall traffic
  • Using SIEM tools (e.g. Splunk)
• At least one of the following certifications (preferred):
  • Security+
  • PMP
  • CySA+
  • CASP+
  • CEH
  • CISSP

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
