Requirements
  • At least 7 years of Product Management experience in enterprise software or Software as a Service.
  • At least 5 years of direct payments industry experience.
  • Deep knowledge of payment ecosystems, payment providers, merchant acquiring, payment gateways, digital wallets, fraud management, settlement, reconciliation, payment orchestration, and payment compliance.
  • Experience bringing products to market, supporting sales teams, and driving customer adoption.
  • Strong understanding of Payment Card Industry requirements, payment regulations, risk management, and fraud prevention practices.
  • Experience conducting market research, competitive analysis, strategic planning, and business case development.
  • Proven ability to influence executive stakeholders and lead cross-functional initiatives through data-driven recommendations.
  • Strong communication, presentation, storytelling, and stakeholder management skills.
  • Technical understanding of application programming interfaces, integrations, cloud platforms, and Software as a Service architectures.
  • Experience using artificial intelligence, analytics, and data-driven decision-making to improve product strategy and business outcomes.
Responsibilities
  • Contribute payments expertise, market analysis, and recommendations that support the established vision, positioning, growth strategy, and business objectives for the Payments portfolio.
  • Identify and assess market opportunities, emerging trends, competitive threats, regulatory changes, partner opportunities, and potential growth investments within the established Payments portfolio strategy.
  • Conduct market research, total addressable market assessments, buyer segmentation, customer validation, win/loss analysis, and competitive intelligence.
  • Develop business cases, investment recommendations, adoption plans, pricing inputs, revenue models, and executive-ready portfolio recommendations.
  • Serve as the payments subject matter expert across payment providers, merchant services, payment facilitation, gateways, digital wallets, fraud prevention, settlement, reconciliation, Payment Card Industry compliance, and emerging fintech capabilities.
  • Lead execution of approved go-to-market plans, including messaging, positioning, launch planning, sales enablement, customer-facing narratives, return-on-investment materials, and competitive battlecards.
  • Partner with Sales, Marketing, Customer Success, Support, Professional Services, partners, and executive leadership to support pipeline, expansion, customer adoption, and strategic sales opportunities.
  • Build relationships with customers, prospects, payment providers, fintech partners, and industry stakeholders.
  • Assess build, buy, partner, and acquisition opportunities and provide recommendations that support payments innovation, revenue growth, and customer value.
  • Identify and recommend opportunities to use artificial intelligence for fraud detection, transaction intelligence, payment optimization, customer assistance, market insights, operational efficiency, and portfolio decision-making.
  • Partner with the delivery product team and Engineering to provide market context, customer validation, recommendations, and success metrics that inform roadmap prioritization and execution.
  • Track and communicate key outcomes, including adoption, revenue growth, retention, customer satisfaction, market penetration, portfolio performance, and business impact.
  • Lead as a Product Owner on the Scrum team, own the roadmap, prioritize the backlog, manage dependencies, develop go-to-market strategy, and provide cross-departmental education.
Desired Qualifications
  • Experience working with State and Local Government, GovTech, or Civic Technology.
  • Experience with payment facilitation, embedded payments, payment orchestration, Automated Clearing House, card processing, and alternative payment methods.
  • Experience leading portfolio strategy, growth initiatives, strategic planning, or investment governance.

Government software firm Accela acquires AI platform Civira. 15 July 2026 by Jonathan Andrews Accela has acquired AI platform Civira, adding artificial intelligence to the configuration and deployment of government software in a move designed to speed implementation and reduce costs for public agencies. Accela, which provides cloud-based software used by governments to manage services such as permitting, licensing, planning and code enforcement, said it will integrate Civira's AI technology across its platform to automate tasks including software configuration, documentation, scripting and ongoing maintenance. Civira develops AI tools designed specifically for government technology implementation. Accela said the acquisition will help agencies modernise digital services more quickly while lowering the total cost of ownership of its software. "Our customers shouldn't have to choose between modernising quickly and modernising affordably," said Noam Reininger, CEO of Accela. "Civira AI technology lets us compress implementation timelines and reduce the total cost of ownership of our solutions, so agencies can put modern digital services in front of residents faster." The company said the technology will be embedded throughout the implementation lifecycle, replacing much of the manual work traditionally involved in configuring government software while helping agencies maintain documentation as systems evolve. "We built Civira to take on the hardest, most time-consuming parts of bringing civic technology to life," said Aaron Williams, Founder of Civira. "Together, we can dramatically reduce the cost and effort of implementation and maintenance, and help governments realise the value of their technology investments far faster than before." Accela said the acquisition supports its strategy to develop an AI-native platform for government agencies, with AI assisting implementation, maintenance and future system updates. The City of Bradenton, Florida, has launched Accela's ePermitHub Digital Plan Room, modernising its plan review and permitting processes. The system replaces a fragmented approach that required staff to navigate multiple systems and complete manual steps with a fully integrated digital solution. The city, serving approximately 58,000 residents, previously struggled with disconnected workflows that forced staff to move between systems and duplicate work. The new platform brings plan review directly into Accela's existing permitting system, automating manual steps and improving reliability.
