Requirements
  • BS/BA in business or finance
  • Ten (10) years of broad financial experience
  • Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380
  • Must pass a monthly check against the OIG and GSA exclusion lists, as well as other federal and state agency lists
  • Must hold a valid driver’s license as well as personal auto insurance for privately owned vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings; must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage and maintain said level of coverage for the duration of employment at CCS
  • The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.
  • Given the vast geographic area of CCS, this position will spend a significant amount of time traveling to various offices or meetings.
Responsibilities
  • Oversee the development and implementation of the CCS budget, working closely with the Executive Director
  • Monitor progress of the budget and identify issues.
  • Ensure that finance staff maintains records in accordance with Generally Accepted Accounting Principles.
  • Oversee the preparation of all financial reporting materials and presenting said information to the CCS Board of Directors.
  • Manage cash flow and forecasting; direct all financial, project-based and departmental accounting.
  • Coordinate all audit activities.
  • Oversee all financial compliance for government (federal and state) contracts and private grants
  • Prescribes financial reporting and controls.
  • In consultation with the Executive Director, develop and implement financial policy Review all finance procedures, processes and administration of, and recommend improvements to the systems.
  • Develop and maintain CCS’s investment policy in collaboration with the Finance Committee and the Executive Director. Utilize FDI-insured vehicles, such as CDARS, to ensure full coverage and capital preservation. Monitor investment results and performance against industry benchmarks, reporting semiannually to the CCS Board of Directors.
  • Prepare reports and charts that show trends, and other relevant data points as needed or requested.
