Manager, HSSE
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating, through its subsidiaries, oil refineries and related facilities. We have an opportunity at our Martinez Refinery in California and are seeking a talented Manager, HSSE to join our team as a pivotal member that would play a key role here at PBF Energy.
The Health, Safety, Security and Environmental (HSSE) Manager is responsible for achieving an effective and efficient approach to managing safety, risk management, environmental, security, medical, and emergency response activities and systems across the Martinez Refinery.
Job Responsibilities May Include:
- Supervise work activities of personal safety, process safety, health, security, emergency response, medical, and environmental professionals.
- Direct and guide the HSSE staff regarding the appropriate response to agency inspections, information requests, NOVs, etc. and ensure appropriate corrective actions are implemented.
- In conjunction with the HSSE Leaders, establish personal development strategies for members of the HSSE department to ensure a capable and continuously improving workforce.
- Administer company policy within the department and support its application across the site. Ensure refinery administrative procedures, HSSE policies, and management practices administered appropriately.
- Work collaboratively with other Refinery Leadership Team members to establish effective work practices and site policies.
- Actively sponsor and engage in the site’s Joint Health and Safety Committee in partnership with USW representatives and Safety department members to promote safety awareness and work to resolve safety issues and concerns.
- Maintain and improve the performance of HSSE department personnel. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting and performance evaluations.
- As a key member of the Refinery General Manager’s staff, participate in the development of refinery management philosophy as well as support and implement management policies and practices.
- Interface with all appropriate regulatory bodies. Serve as the refinery spokesperson with health, safety and environmental regulatory agencies and community groups regarding health, safety and environmental issues.
- Develop the department expense budget and continuously monitor costs to anticipate and control possible variances while also directly working with the Refinery Leadership Team to develop and control the overall facility budget for production, capital and expense.
- Interpret relevant regulations and sponsor the development of programs and policies to ensure compliance.
- Serve as a resource/consultant to staff and field management regarding the development of new capital projects to ensure that health, safety and environmental standards are met and ensure proper environmental permits are obtained.
- Directly work with the Refinery Leadership Team to develop and control the overall facility budget for production, capital and expense.
- Provide support in emergency response events as an active member of the site’s Incident Command and assist in incident investigations as needed.
- Develop, direct and establish the site’s safety program and safety practices as well as a program for continuous improvement. Constantly strive to prevent accidents and to provide a safe, healthy work environment.
- Champion the site’s personal safety program – Goal Zero.
- Responsible for overseeing the PSM program to ensure compliance with all elements.
- Oversee the refinery security program including security incident prevention, response and investigation. This also includes management of contract security guard service.
- Coordinate various internal auditing processes to ensure compliance with standards and procedures.
- In conjunction with Human Resources, coordinate all injury and illness cases the assure appropriate mitigation of risks in the field and management of occupational health issues.
- Ensure all required record keeping and reports are made per regulatory requirements.
Position Specific Requirements:
- Possess a valid Drivers’ License

Minimum Qualifications:
- Bachelor’s Degree in HSSE, Engineering or related discipline
- 5+ years HSSE experience
- Line-management experience
- Knowledge in HSE regulations issued by OSHA and other governmental agencies
Preferred Qualifications:
- Experience within a refining or petrochemical industry
- Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling

The salary range for this position is $141,916.39 - $258,439.84. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation. In addition to salary, PBF offers a comprehensive and generous benefits package.
