Requirements
  • Bachelor’s degree in related field, with at least fifteen (15) years of directly related experience, including at least 5 years of experience managing large-scale recruitment and human resource administration programs for the U.S. Government or international organizations.
  • Demonstrated experience with financial management, budget tracking, managing projects and tasks.
  • Demonstrated ability to manage complex, time sensitive, high-quality activities and work collaboratively across teams and levels.
  • Experience managing client relationships, consultants, and staff.
  • Demonstrated technical excellence and track-record of success in growing a portfolio of USG business.
  • Strong proposal leadership experience, including managing partnerships and recruitment.
  • Strong people leadership demonstrating the ability to mentor and coach staff in full range of staff development and project proposal and management tasks.
  • Experience working with complex USG overseas and/or Washington-based programs.
  • Strong communication skills, including clear, effective writing skills.
  • Exceptional customer service and interpersonal skills; including ability to represent Dexis with diverse audiences at marketing events and in multiple cultural contexts.

Responsibilities
  • Manages and responsible for ensuring effective outcomes for all PMU operations, including but not limited to talent management, staffing and resourcing, recruiting, performance management, travel, and financial management.
  • Cultivates relationships with relevant clients, partners, and staff. May serve as HQ POC on active contracts in Project Manager’s stead.
  • Develop and implement business operations strategies, plans, and procedures; ensure consistency in all operations.
  • Further the development of systems, processes, policies, and programs to effectively identify, manage, and mitigate risks and support goals.
  • Lead project startups and close-outs; help oversee project operations, including training project teams and serving as a resource for issues that arise.
  • Communicate and coordinate closely with project staff, internal teams, and Dexis support units (e.g., HR/Recruiting, Payroll, Finance/Accounting, Contracts), escalating and resolving questions and problems as appropriate.
  • Proactively identify and mitigate risks to project implementation and contract compliance and escalate as needed.
  • Oversee project finances, approving project expenditures, reviewing monthly invoices for accuracy and compliance.
  • Maintain project budgets and to complete annual budgeting exercises and meet financial targets through careful budget management and long‐term planning.
  • In conjunction with project team, oversee recruitment, hiring, onboarding and offboarding of project and PMU staff, including compliance with Dexis, client, and local policies and procedures. Ensure compliance with timelines and labor categories as specified in contracts.
  • Manage PMU team, consisting of Program Associates and Project Managers (as assigned). Train support, mentor to ensure success in their roles and growth in their careers.
  • Provide mentorship, leadership, and training to new employees as needed or assigned.
  • Establish systems to track activities and progress against specified project-level objectives.
  • Oversee the development of recruitment strategies and plans for individual positions, ensuring timely advertisement, interview processes, client vetting, and candidate selection.
  • Ensure that the hiring of personnel adheres to standards outlined in contract Statement of Objectives (SOO) and complies with all federal regulations.
  • In coordination with HR, manage the negotiation of employment offers, benefits, and salaries with successful candidates.
  • Support PEO/EOR contracts. In conjunction with support units, advice on TCN/Expat policies and procedures as needs arise.
  • Supervise, mentor, and evaluate staff, communicating clear performance goals and standards, offering regular performance feedback, ensuring effectively-run meetings, and maintaining an open-door policy.
  • Promote staff development through coaching, mentoring, and facilitating professional growth opportunities.
  • Create a productive and motivating work environment for staff by promoting cooperation and teamwork across departments, staying abreast of management, leadership, and team building strategies and advocating for them.
  • Promote and exemplify values and ethical standards and manages staff to achieve team and development objectives.
  • Lead documentation and open-sharing of best practices and important innovations company-wide, including in the field.
  • In coordination with HR, participate in the Dexis formal performance management and assessment process; support supervisors and client points of contacts to clearly articulate performance goals and standards, provide regular feedback, and provide overall professional advancement advice and direction to supervisees.
  • Make presentations and trains staff, as needed, including through one-on-one mentoring, small group trainings, corporate training programs, and information dissemination.
  • Contribute to strategic new business efforts, including leading development and capture on specific opportunities.
  • Serve in line business development roles on opportunities of increasing complexity and leadership.
  • Lead and/or support recruitment efforts for business development opportunities as needed.
