Requirements
  • A bachelor's degree and 10 or more years of relevant experience are required.
  • Expertise with anadromous salmonid biology and ecology in the Klamath River, particularly ESA conservation programs, is required.
  • Expertise and procedural knowledge of the Endangered Species Act and the Magnuson-Stevens Fishery Conservation and Management Act are required.
  • Efficiency using word-processing programs to develop written documents is required.
  • The candidate must provide interdisciplinary expertise related to program and project management, business processes, best practices and procedures, database management, and meeting facilitation.
  • The candidate must have knowledge and expertise of NOAA Fisheries policies and programs, as well as experience with planning and federal financial management and operations.
  • The candidate is expected to use a personal vehicle.
Responsibilities
  • Assist NMFS with reviewing and providing technical comments on biological assessments.
  • Evaluate and analyze the effects of proposed actions, conservation measures, and mitigation activities on ESA-listed salmon, steelhead, southern resident killer whales, green sturgeon, eulachon, their critical habitat, and essential fish habitat.
  • Develop recommendations to minimize adverse effects of proposed Bureau of Reclamation activities on ESA-listed fish, their habitat, and essential fish habitat.
  • Participate in internal and external meetings supporting the consultation.
  • Assist NMFS in preparing and reviewing Section 7 consultation letters, biological opinions, incidental take permits, transmittal memoranda, briefing documents, National Environmental Policy Act documents, and other written documents as needed.
  • Assist NMFS with monitoring compliance with ESA documents and the effectiveness of terms and conditions.
  • Maintain administrative records in accordance with CCO filing procedures.
  • Travel to one or two planning meetings for each program planning task and one or two annual meetings in Ashland, Oregon or Klamath Falls, Oregon may be required.

  • Demonstrated strong technical writing skills.
  • Experience managing complex impact analyses related to controversial water operations.
