Requirements
  • Bachelor's degree and eight years of relevant monitoring and evaluation experience or a Master's degree and five years of relevant experience or a PhD and four years of relevant experience.
  • Prior experience as an Evaluation Team Lead, preferable with a US government agency and ideally with public diplomacy, strategic communications, and/or countering disinformation/propaganda experience.
  • Demonstrated experience supervising and successfully managing monitoring, evaluation and program design teams, and ensuring the quality of their products.
  • Demonstrated experience collecting and analyzing qualitative and quantitative data.
  • Demonstrated experience with research design.
  • Familiarity with topic-specific assessments including but not limited to Social Network Analysis, Target Audience Analysis, Sentiment Analysis, Polling/Focus Grouping/ and A/B Testing, and media data collection.
  • Excellent interpersonal and supervisory skills and ability to work with many disparate stakeholders with competing interests.
  • Proven ability to deliver quality written and visual products.
  • Strong analytical, critical thinking and communication skills, to include technical writing and editing.
  • Self-motivated, detail oriented, and ability to work well under pressure and in a collaborative team environment.
  • Ability to multi-task, respond to quick turn-around requests, and prioritize tasks.
  • Proficiency in Microsoft Office Programs (Excel, Word, PowerPoint, SharePoint).
  • Strong written and oral communication skills.
  • Professional fluency in English.
  • Ukrainian, Belarusian, and/or Russian language skills.
Responsibilities
  • Serve as the primary liaison with the client
  • Manage the work schedules and activities performed by the team
  • Oversee and ensure quality of all deliverables
  • Lead the design and technical management of the project
  • Supervise data collection and analysis
  • Draft and finalize Work Plan detailing
  • Finalize necessary tools and materials
  • Guide and ensure quality of all reports and work products
  • Present findings and final deliverables to client
  • Proactively mitigate issues, problems, or concerns with Dexis HQ and the client
  • Review and submit Quarterly Progress Reports and Quarterly Financial Reports that capture or summarize completed tasks, staffing status, financials (travel and ODC funds), and any issues/challenges encountered
  • Ensure all deliverables and performance on the project meets or exceeds client expectations
  • Other duties and tasks, as assigned
