Requirements
  • Bachelors or higher level university degree in a relevant discipline such as Commerce, Finance, or Engineering.
  • 5+ years experience working in supply chain or procurement, ideally in complex technology-based environment with long-term programs with multiple supplier contracts.
  • A professional designation in Procurement (e.g., CSCMP) is desirable but not mandatory.
  • Experience in the planning, developing, and maintaining of contract processes, contract drafting and negotiations.
Responsibilities
  • Develop and maintain a thorough understanding of corporate policies and purchasing processes in order to mitigate potential risks to Telesat in connection with supply chain management.
  • Exercise independent authority in planning, scheduling, organizing, controlling and monitoring supply chain activities in connection with procurement of highly complex, developmental and specialized goods or services.
  • Implement effective and compliant acquisition practices which achieve program and company objectives.
  • Own contractual supply chain management functions for the assigned vendors.
  • Perform supply chain risk assessments, undertake due diligence tasks, champion the down selection and provide procurement expert knowledge in support of the engineering/project team.
  • Collaborate with Legal department to draft and implement all contract templates including purchase agreements, amendments, renewals, Statements of Work, framework agreements, licensing agreements, consulting service agreements, non-disclosure agreements, general terms, correspondence and terminations.
  • Manages supplier performance throughout the execution lifecycle by being responsible for sourcing, RFP preparation, proposal evaluation, negotiation, award, execution, administration and closeout phases.
  • Monitor established supplier contracts through to completion, including tasks such as organising and attending periodic stakeholder meetings, reporting, manage scope change and variations to contracts, invoice approval.
  • Use initiative and sound judgment in adapting procedures to identify and address unusual situations or issues, and develop creative solutions to resolve highly complex problems.
  • Identify any risks, communicate them to internal stakeholders and recommend mitigation strategies such that appropriate decisions are made regarding the choice of suppliers and products.
  • Demonstrate effective financial stewardship through budget monitoring and ongoing cost reduction goal setting to deliver value.
  • Seek out continuous improvements to procurement related systems and processes.
  • Establish, foster, and maintain good working relationships with suppliers and internal stakeholders from all operating units within Telesat.
  • This role has no direct reports but will work and interact with multi-disciplinary functions such as engineering, finance, project management, legal, and commercial teams to provide guidance and to mentor colleagues and peers on supply chain principles, contract terms and conditions and requirements.
