Responsibilities
  • Proactive Performance Management: Focus on service level agreements associated with proactive network monitoring, service level compliance, detecting problems and identifying trends
  • Gather and analyze performance metrics over time, forecast near term demands, identify over/underutilized resources and potential irregularities that may lead to failure or disruptions before service impact occurs
  • Identify trends in performance that may lead to failures to meet KPIs and/or SLAs, minimize future impacts, and identify internal service/systems/business owners responsible for problem resolution – escalating identified issues/potential issues as appropriate
  • Identify areas in the network that require Proactive Capacity management, develop solutions, and implement network improvements to those areas
  • Develop capacity forecasting skills and make recommendations on whether to proceed with carrier additions or utilize cell splitting to address capacity requirements
  • Use appropriate technology to improve processes and accuracy
  • Capacity Management: Ensure all systems remain within performance compliance and identify over/under utilized resources
  • Proactively identify service quality degradations or disruptions before customer impact
  • Collect, trend, and map capacity and performance issues in network
  • Perform network capacity analysis, research, and resolution
  • Service Acceptance: Early in the phase, determine which performance tool related activities are required
  • Use technology to improve ticketing systems to support internal metrics, compliance with regulations, license, and ensuring accurate reporting
  • Use multiple data collection tools, devices, and techniques to gather network performance data then post processes and analyze the data
  • Strong verbal and written communication skills; able to accurately communicate technical information to non-technical audiences
  • Understanding of standard engineering concepts, design principles, and math calculations
  • Demonstrated and practical experience in design, drawings to include create and editing
  • Practical experience with configuration, performance testing tools, and a high degree of expertise in scripting, designing, running, and analyzing test results within a Telecommunications Network environment
  • Strong analytic, strategic, interpersonal, critical and creative thinking, problem-solving, and troubleshooting skills
  • Strong time management and ability to lean to plan and manage multiple phased complex projects on time and within scope
  • Knowledge of transport networks to include long-haul DWDM, submarine, terrestrial microwave, satellite, metro fiber, passive optical networks (PON), and packet networks
  • Experience using tools to analyze network traffic and assess network performance
  • Experience configuring and using packet capture technologies, including Wireshark and TCPDump
  • Knowledge of networks and fundamental layer 1, 2, 3 and 4 protocols, including IP, TCP, UDP, BCP, or MPLS
  • Preferred experience with NetScout, including nGeniusOne, InfiniStream, or Pulse, Gigamon or Riverbed, AppResponse or NetProfiler
  • Preferred experience with quantifying and analyzing network performance by facilitating the collection of large sets of network data, including telemetry, status, or flow
  • Preferred knowledge of voice and video protocols, including VoIP, RTP, SIP, SRTP, IP multicast, or RTMP
  • Excellent capability in using Microsoft Office tools: Excel, Word, Outlook, Visio, Teams, etc.

America's broadband networks continue to grow: Alaska. America's cable broadband providers continue to extend their advanced networks to every community across the country. % buffered * March 26, 2026 As America targets efforts towards connecting every community to robust broadband, cable providers continue to do what they have always done: build out their networks to reach as many Americans as possible. That mission looks very different in Alaska, where vast distances, extreme weather, and remote terrain make connectivity one of the toughest challenges in the country. From river deltas to isolated villages, expanding broadband in the Last Frontier often means going further than anywhere else. With network expansions continuing to happen across Alaska, here are a few examples of projects helping connect some of the most remote communities in the nation. And to learn more about what it takes to deliver broadband to rural and far-out communities, watch NCTA's docufilm "Every Last Mile." In the Yukon-Kuskokwim Delta, GCI and Bethel Native Corporation have completed the first phase of the AIRRAQ Network, bringing fiber connectivity and 2.5 gig speeds to five remote Yukon-Kuskokwim Delta communities - Bethel, Platinum, Eek, Napaskiak and Oscarville. The project, which includes more than 400 miles of subsea, aerial and terrestrial fiber, will ultimately connect more than a dozen communities and close the digital divide for over 11,800 Alaskans. In Southeast Alaska, GCI and Cordova Telecom Cooperative are partnering on a 560-mile subsea fiber project between Cordova and Juneau, delivering fiber broadband to the remote community of Pelican and connecting Yakutat, Gustavus and Hoonah. Supported by more than $35 million in federal funding and additional private investment, the project strengthens network resilience while expanding connectivity across Southeast Alaska. On the Alaska Peninsula, GCI has launched 5G mobile service in the remote communities of King Cove and Chignik Bay, where residents also have access to 2.5 gig residential internet through the Aleutians Fiber Project. The project is bringing fiber connectivity to 13 communities across Kodiak Island, the Alaska Peninsula and the Aleutian Chain. King Cove's journey to connectivity is featured in NCTA's docufilm "Every Last Mile," highlighting the unique challenges of building broadband in communities accessible only by air and sea. Across Southeast Alaska, GCI has expanded its wireless network, launching 5G service in Petersburg and improving LTE coverage in Ketchikan, Kake, Metlakatla and Thorne Bay - coastal communities spread across Alaska's rugged Panhandle. GCI to receive $121.2M in broadband infrastructure grants to improve connectivity in Alaska. March 17, 2026 The grants will fund infrastructure serving 18 Alaska communities ANCHORAGE, Alaska - In a significant step toward closing Alaska's digital divide, the National Telecommunications and Information Administration (NTIA) has approved Alaska's Final Proposal to distribute Broadband Equity, Access, and Deployment (BEAD) grant award funding to connect unserved and underserved locations. The Final Proposal, which includes $121.2 million for three GCI projects, represents the most significant broadband investment in Alaska's history. "The NTIA's approval of Alaska's BEAD Final Proposal is a major milestone for Alaska and is the culmination of a years-long effort by NTIA, the state, and telecommunications providers to create an infrastructure program that benefits Alaskans," said Billy Wailand, GCI Senior Vice President of Corporate Development. "We're incredibly grateful to Senator Murkwoski, Senator Sullivan and Congressman Begich for their close collaboration with NTIA, ensuring the BEAD program took into account Alaska's unique geography and telecommunications challenges. We're also thankful for Governor Dunleavy's leadership and the dedication of the Alaska Broadband Office in securing this funding to move Alaska's broadband future forward." The vast majority of GCI's BEAD grant funding will be used to expand the AIRRAQ Network, a partnership between GCI and Bethel Native Corporation (BNC), bringing gigabit broadband service and urban pricing to 16 additional communities in Western Alaska. These communities are: Chefornak, Goodnews Bay, Kipnuk, Kongiganak, Kwigillingok, Marshall, Mekoryuk, Mertarvik, Mountain Village, Nightmute, Pilot Station, Pitkas Point, Russian Mission, Saint Mary's, Togiak, and Twin Hills. This brings the total number of communities to be served by the AIRRAQ network to 29, with the first five communities including Bethel launched last year. "BNC's leadership, insight, and connection to the region remain absolutely essential to the continued success of the AIRRAQ Network," said Wailand. "Together, we're delivering a network shaped by community priorities and creating real, lasting opportunity across the region." GCI plans to connect BEAD-funded communities with new middle-mile fiber and existing high-capacity microwave extensions, deploying fiber-to-the-premises infrastructure within communities. "Our hybrid fiber and microwave design provides robust, reliable, and scalable connectivity in a cost-effective and sustainable manner that exceeds BEAD performance standards," Wailand said. "GCI is eager to start design, engineering, and permitting for this project, working closely with our community partners to ensure a network built to last that works for the region." GCI also received BEAD grant funding to build out additional fiber infrastructure in Anchorage and Eagle River, with plans to launch internet service in Ship Creek, Bear Valley, Rabbit Creek, and the South Fork of Eagle River. "GCI is excited to deliver high-speed, reliable Internet to more of our urban neighbors through combined investments by NTIA and GCI," said Wailand. "These projects shore up urban areas that today lack reliable, upgraded infrastructure that Alaskans expect and rely upon." Having received approval by NTIA, Alaska's Final Proposal now advances to the National Institute of Standards and Technology (NIST) for review.
