- Portfolio management experience monitoring and analyzing information technology portfolios, programs, capabilities, and services.
- Strategic planning experience supporting the evolution of a sponsor's strategic direction and priorities.
- A Bachelor of Science degree with 8–12 years of relevant experience, or a Master's degree with 6–10 years of relevant experience.
- Strong writing and grammatical skills.
- Knowledge of portfolio, program, and project management disciplines.
- Familiarity with Planning, Programming, Budgeting, and Execution discipline.
- Knowledge of key performance indicators.
- Strong analytical and problem-solving skills.
- Ability to provide audience-appropriate written and verbal communications and demonstrate interpersonal and customer service skills.
- Ability to work with senior personnel in a diverse, fast-paced, multitasking environment while managing competing priorities.
- Ability to produce deliverables in multiple formats, including Excel, Word, and PowerPoint.
- Familiarity with counterintelligence tools.
- Recent experience in the Intelligence Community.
- An active polygraph clearance is required; candidates without a polygraph clearance will not be considered.
- Conduct analysis of transition planning, intelligence information requirements, and architecture baselines.
- Provide research and assistance with implementing community policies and guidance.
- Support business process improvements or systems analysis for missions, systems, and fiscal requirements.
- Make recommendations supporting sponsor decision-making, including strategies and roadmaps; risks, capability and performance gaps, and dependencies; alignment with strategic priorities; and funding and program issues.
- Assist government clients with programmatic goals and objectives, schedules, and reports for senior-level executives.
- Develop program assessment processes and methodologies.
- Track, report, and analyze cost, schedule, risk, and performance progress.
- Monitor investment compliance.
- Develop business cases, concepts of operations, and memoranda of agreement.
- Monitor, forecast, evaluate, and assess programmatic trends and relationships.
- Develop and maintain project plans and schedules.
- Develop integration and transition plans.
- Conduct quality reviews of products and services.
