Requirements
  • A high school diploma or GED certificate plus five years of full-time paid experience in animal services, or a bachelor's degree in a related field plus one year of experience.
  • Basic Certification as an Animal Services Officer from the Texas Department of Health must be obtained within four months of employment.
  • A valid Texas Class C driver's license is required.
  • Thorough knowledge of animal care and handling requirements and animal shelter operations.
  • Demonstrated skill in handling and caring for animals.
  • General knowledge of ordinances, rules, and regulations pertaining to the Animal Services Department.
  • Ability to administer budgets, plan program improvements, and supervise and train personnel.
  • Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, and governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to present information and respond to questions from managers, clients, customers, and the public.

Responsibilities
  • Direct the enforcement of state and local laws related to animal apprehension and services within the county.
  • Direct the activities of Animal Services Officers, a kennel shelter attendant, and a clerk.
  • Interview, hire, train, assign, direct, appraise, reward, and discipline employees, and resolve employee complaints and problems.
  • Ensure staff remain properly trained and current on animal-services methods and legal requirements.
  • Review and approve personnel timesheets.
  • Develop and implement a rabies-control prevention program, including vaccination clinics, promotional projects, school presentations, flyers, and scheduled county patrols.
  • Oversee the care and handling of animals received from the public or captured in the field.
  • Resolve complaints from the public.
  • Manage the use, security, recordkeeping, and audit readiness of Schedule III drugs used to tranquilize and euthanize animals under Drug Enforcement Administration regulations.
  • Advise local and county officials regarding animal-services practices and relevant state and local laws.
  • Inspect adoption shelters, horse stables, and other animal facilities for compliance with state and local laws and regulations.
  • Guide and supervise Animal Services Officers in preparing for court hearings and testimony.
  • Review and finalize bite cases, cruelty cases, laboratory specimen reports, and billing invoices.
  • Advise victims about test results concerning potentially rabid animals and ensure invoices are assigned to the appropriate city.
  • Screen after-hours calls from law-enforcement agencies and assign personnel to respond as needed.
  • Plan and schedule patrols throughout county sections and assist officers in patrolling problem areas.
  • Serve occasionally as an instructor in state courses for basic and advanced animal-services certification, at the request of the Texas Department of Health.
  • Attend Animal Services Advisory Board meetings.
  • Handle press releases and media requests regarding animal-services matters.
  • Oversee maintenance of county animal-shelter facilities, vehicles, and equipment.
  • Monitor and direct maintenance and repairs of vehicles, shelters, and equipment.
  • Prepare the annual Animal Services program budget, present proposals to the Commissioners Court, and monitor expenditures after approval.
  • Review and approve invoices and purchase orders for supplies, equipment, parts, and materials.
  • Monitor revenue from reclaimants, adoptions, vaccinations, and contracted-city payments; prepare and make deposits.
  • Prepare monthly reports for the Commissioners Court.
  • Assist law enforcement with tranquilization of livestock.
  • Research state laws and recommend revisions to county regulations.
  • Prepare and revise intergovernmental agreements when they are due for renewal.
