  • Registered engineer with 7+ years diversified Utility Infrastructure experience (up to one year of graduate school can be considered as part of the years of relevant experience)
  • Experience in utility infrastructure engineering and construction projects (drinking water, wastewater, stormwater)
  • Proven project management abilities resulting in on-time and on-budget delivery, along with maximizing profitability

Responsibilities
  • Taking full ownership of, and managing all aspects of, projects from conception to completion.
  • Oversee Utility Infrastructure planning, studies and design projects, which may include: regulatory compliance, funding sources, alternative project delivery, construction, utility management, drinking water (source of supply, treatment, residuals handling, pumping, distribution, storage), wastewater (collection, CSOs, lift stations, treatment, biosolids), and stormwater management (drainage, green infrastructure)
  • Prepare scopes of work, fee justifications, and contracts for each project
  • Coordinate marketing/resume materials
  • Assist in development of proposal for project work, scope of work, services, subconsultant agreements and fees (or work with appropriate staff to get this accomplished)
  • Establish a project plan including schedule with major deliverables and quality review milestones, file management, risk register, staffing needs, and budget with man-hour utilization and revenue forecasts
  • Coordinate each project with the client, regulatory agencies, utility companies, and land acquisition professionals as necessary to drive the project schedule
  • Coordinate each project with other department’s schedules through the Group Leader to promote productivity and cooperation among the project team
  • Coordinate each project with subconsultants’ expertise and work schedules
  • Set up project in accounting software
  • Other duties as assigned
  • Delegating/directing the work of, and mentoring production staff to accomplish project goals within budget and schedule, while maximizing productivity and profitability
  • Identify project roadblocks, troubleshoot and resolve them, responding to construction-related problems as quickly as possible
  • Serve as representative of firm at all required meetings, leading client coordination, project team coordination (including subconsultants), design, and construction progress. Prepare meeting minutes including discussion topics, major decisions, running action item list, and information needs
  • Prepare/conduct technical writing and presentations
  • Monitor projects with respect to scope progress, schedule, budget and staffing
  • Prepare and distribute project progress reports to client and project team including: items accomplished, items planned, schedule/budget updates, action item list update, information needs, invoicing and accounts receivables
  • Manage scope creep by monitoring and documenting progress to determine if additional services are warranted. Aggressively seek additional compensation for work outside the original scope of each project, preparing contract amendments as necessary
  • Maintain and share updates with project team: project plan, schedule, risk register, file management, client correspondence documentation
  • Monitor/forecast labor needs weekly. Coordinate with Team Leaders, Group Leader and other Project Managers for allocation of personnel to staff each project. Collaborate with other Project Managers to manage workload distribution and project resources
  • Control revenue recognition and billing in accounting software for assigned projects
  • Forecast revenue projections monthly
  • Communicate with Group Leader on potential risks
  • Complete project closeout requirements (documentation, archiving, accounting, marketing, resumes, celebration, lessons learned, etc.)
  • Mentor and provide direct hands-on assistance when teaching new design elements, oral and writing skills to design engineers and technicians
  • Supervise the work of all project personnel so each project meets professional standards, follows the established quality management plan, and maintains the established budget and schedule
  • Review the final design documents and calculations prepared by Engineers and Technicians for completeness and accuracy prior to every submittal
  • Review work that is performed by other engineering disciplines and/or subconsultants to identify and resolve design conflicts and for contract compliance
  • Facilitate quality review process for design approach, constructability and accuracy
  • Be responsive to all client requests
  • Maintain positive relationships with clients to resolve all project questions such as project scope, design exceptions, project development process, schedule, extra work, and billings
  • Maintain positive relationships with existing clients focused on developing profitable repeat work, communicating with, and providing technical support to, the business development team
  • Participate in local and/or national industry, professional, and community organizations
  • Continuing education in support of engineering certifications/licensure, remaining current with design best practices, industry standards, emerging technologies and to enhance skills in other relevant areas including, but not limited to: Project management; Accounting software; Agreements, including alternative project delivery; Fee development; Risk, liability, and claims process; Public speaking; Leadership skills

Burnet County takes first step in 20-year transportation plan. Burnet County leaders are in the midst of developing a road map to improve and expand the county's transportation infrastructure. This road map, the Burnet County Transportation Infrastructure Capital Improvement Plan and Program, will serve as a guide for county development for the next 20 years. The Burnet County Commissioners Court hired an engineering firm on Feb. 24, American Structurepoint, to develop the Capital Improvement Plan at a cost of up to $150,000. The firm was chosen from among two applicants for the project, the other being GLS. "Burnet County is growing, and our roads are the backbone of that growth," reads a Burnet County media release issued on Thursday, March 26. "To ensure our infrastructure keeps pace while preserving our unique Hill Country and lakes identity, the Burnet County Commissioners Court has officially launched the Transportation Infrastructure Capital Improvement Plan and Program (CIPP)." While this is the first tangible step in the process, Burnet County has spent several months gathering data to help support the plan. In September, the county conducted comprehensive traffic counts on all arterial roads. The Commissioners Court then used data collected in the traffic counts to file a formal request with the Capital Area Metropolitan Planning Organization to update the regional transportation plan for Burnet County. CAMPO is responsible for coordinating interconnected transportation planning and infrastructure in Central Texas, and this new data could be used to improve Burnet County's standing in the regional transportation strategy. Specifically, the Capital Improvement Plan will be used to prioritize projects based on safety, congestion relief, and connectivity. It will also be used to help secure state and federal grants, and to ensure that new growth does not compromise the "rural character and lake-life that we love." American Structurepoint, City of Noblesville, Hamilton County receive Project of the Year Award for Reimagine Pleasant Street Project. Indianapolis, Indiana - American Structurepoint, the City of Noblesville, and Hamilton County have earned a 2025 Project of the Year Award from the Indiana Chapter of the American Public Works Association (APWA) for the Reimagine Pleasant Street Project in Noblesville, Indiana. The APWA Indiana Chapter Public Works Project of the Year Award recognizes excellence in the management and delivery of public works projects, honoring the agencies, engineers, and contractors who make them successful. The Reimagine Pleasant Street project team received the award for projects over $5 million. American Structurepoint provided program management services and served as the lead engineer for Phases 1 and 3 of the Reimagine Pleasant Street Project, a $125 million, multiyear initiative that added 2.5 miles of new roadway to improve east-west connectivity and public safety in Hamilton County. "American Structurepoint is honored to have partnered with the City of Noblesville and Hamilton County to bring the transformative Reimagine Pleasant Street Project to life and improve connectivity for the community's residents and visitors," said President Cash Canfield. "We also thank all of the consulting engineering and contracting firms for their collaboration and teamwork to complete this project on schedule and on budget." Project improvements included a new bridge over White River, six new roundabout intersections, pedestrian tunnels, and an extension of the Midland Trace Trail. Public art, landscape architecture, and historic preservation elements were incorporated throughout the project area to honor Noblesville's unique character and historic features. "We have seen the positive impact Reimagine Pleasant Street has had on Noblesville so far and look forward to its full completion that has been four decades in the making," said Noblesville Mayor Chris Jensen. "We are honored to receive this award and appreciate all of our partners who delivered this project for our city." Project partners also recognized for their contributions to the award-winning project include USI Consultants, Inc., the engineer for the Phase 1 new bridge over White River; Butler, Fairman & Seufert (BF&S) Civil Engineers, Inc., the engineer for Phase 2; Beaty Construction, Inc., Phase 1 contractor; Rieth-Riley Construction Company, Inc., Phase 2 contractor; and Gradex, Inc., Phase 3 contractor. The Reimagine Pleasant Street project was substantially completed and opened to traffic in late December 2025. Additional minor construction will occur until Summer 2026.
