Requirements
  • A bachelor's degree from an accredited college or university in civil or environmental engineering, hydrogeology, public or business administration, finance, or a closely related field.
  • Five or more years of broad-scope, progressively responsible, high-level management experience in a medium to large local government utility, public works department, or comparable function.
  • A valid driver's license.
  • Knowledge of governmental organization, rules, regulations, and processes.
  • Knowledge of relevant federal, state, and local laws, rules, regulations, and regulatory agency requirements.
  • Knowledge of materials, methods, and techniques used in road construction and maintenance.
  • Knowledge of heavy equipment operations, repair, and replacement.
  • Knowledge of management and supervision principles, including hiring, assigning workload, evaluating, supervising, disciplining, and terminating employees.
  • Knowledge of engineering principles for planning, developing, financing, operating, and maintaining major infrastructure facilities and capital projects.
  • Knowledge of project management and control methods and procedures, including operational and technical processes supporting the division.
  • Knowledge of fiscal programs and budgeting processes for effective asset management.
  • Proficiency with computer technology, including spreadsheet, word-processing, database, and graphics software.
  • Ability to develop long-range plans and strategies for future division operations.
  • Ability to make critical decisions involving large, complex technical or financial transitions.
  • Ability to exercise judgment and make decisions when developing, applying, and interpreting policies and procedures.
  • Ability to manage and supervise the division's activities, programs, and personnel.
  • Ability to provide testimony at public hearings and trials and explain technical concepts in a non-technical manner.
Responsibilities
  • Provide leadership for the Roads Division and foster employee development and continuous improvement.
  • Coordinate with department officials to draft a comprehensive long-range maintenance program.
  • Recommend annual and short-term plans to implement the maintenance program and implement approved plans.
  • Develop and implement division long- and short-range goals and objectives, including a strategic plan and asset management program.
  • Determine maintenance needs for roads, bridges, drainage systems, and related facilities using professional knowledge and interactive group processes.
  • Propose work plans, specifications, and estimates for labor, equipment, and materials for maintenance activities and projects, and implement approved work plans.
  • Manage the County Equipment Repair and Replacement Fund, County fleet, and heavy equipment facilities.
  • Review and investigate complaints regarding county roads, utility systems, employee activities, and related matters, taking appropriate action.
  • Represent the County Engineer in road division contract negotiations, memoranda of understanding, and other contractual labor matters.
  • Maintain records required by law, ordinance, or operational need, including electronically generated and stored data.
  • Evaluate division operations and recommend policies and procedures to improve efficiency and service levels.
  • Coordinate division activities with other divisions, departments, and outside agencies.
  • Conduct interviews and recommend individuals for employment.
  • Evaluate senior division personnel and recommend hiring, promotions, or disciplinary action.
  • Advise construction, maintenance, and equipment personnel on broad policy issues.
  • Prepare the maintenance division budget and recommend cost-control and budget-monitoring methods.
  • Assist in developing recruitment and selection processes for maintenance positions.
  • Establish labor, equipment, material, and facility needs related to budget and operational requests.
  • Ensure compliance with applicable safety regulations and monitor the division's injury and safety record.
  • Initiate mitigation efforts to reduce injuries and improve safety within the division.
  • Represent the Department in labor negotiations, contract administration, and disciplinary actions.
  • Provide leadership on employee development and personnel matters to ensure consistent application of County policies and procedures.
  • Coordinate the division's efforts with County departments and city, state, and federal agencies under the guidance of the Public Works Director.
  • Interface with the Board of Commissioners, boards, city councils, agencies, regulatory agencies, and the general public.
  • Perform other related duties as required.
Desired Qualifications
  • A master's degree in business or public administration.
  • Three years of supervisory experience in a unionized environment.
