Requirements
  • A minimum of one year of experience as a Labor Compliance Analyst is preferred, along with an extensive understanding of labor compliance policies, procedures, and practices.
  • An in-depth understanding of the California Labor Code pertaining to public works projects is required.
  • Experience performing audits on certified payroll documents is preferred.
  • Experience calculating fines and penalties related to audits is required.
  • Experience analyzing documents using critical thinking is required.
  • Ability to work effectively with various government agencies and union organizations is required.
  • Excellent written and verbal communication skills are required.
  • Strong working knowledge of Microsoft Excel, Microsoft Word, and Microsoft Outlook is required.
  • Ability to complete tasks with little or no supervision is required.
  • Attention to detail is required.
Responsibilities
  • Provide overall support to publicly funded public works projects, including logging, auditing, and reporting duties.
  • Review and verify payroll records, benefit statements, employer training contributions, and apprenticeship paperwork to determine compliance with applicable rules and regulations.
  • Issue requests for missing and revised documentation and correspond with contractor staff to ensure compliance.
  • Complete audits, calculate underpayments, fines, and penalties when applicable, and send them to the client's counsel for approval and submission to the appropriate government agency.
  • Investigate complaints of noncompliance with prevailing wage payments, benefit payments, and apprenticeship violations; take written or recorded statements to establish facts; and compile reports and other pertinent material to complete case files.
  • Establish case files reflecting all appropriate documentation.
  • Evaluate contractor information on the Contractors State License Board website to ensure proper licensing and workers' compensation insurance coverage for employees in case of injury.
  • Notify appropriate contacts when contractors are not in compliance.
  • Compile information for third-party requests for information.
  • Compose letters requesting payments and follow up with third-party requestors when sending information.
  • Establish contractor files reflecting all appropriate documentation.
  • Create and submit weekly or monthly reports as required by various clients.
  • Complete special projects as directed by the Director of Labor Relations.
  • Perform other duties as assigned.
Desired Qualifications
  • SharePoint experience is helpful.
  • Bilingual Spanish skills are preferred.

Abdullah Alnabhan appointed MD of Hill International. Hill International has appointed Abdullah Alnabhan as Managing Director for the Middle East. In this role, Alnabhan will be entrusted with the responsibility of expanding business operations and upholding the quality of professional services in the region. With over two decades of international experience, Alnabhan has been instrumental in assisting governments and private sector clients in developing and implementing strategic programming to achieve their long-term objectives.
