Responsibilities
  • Assist Project Managers/Assistant Project Managers with budget and schedule management of technical aspects of projects.
  • Participate in project meetings and subsequent documentation.
  • Review data, analyze information, and determine compliance with standards and design concepts.
  • Lead the creation of preliminary and completed layouts, design concepts, and detailed design drawings.
  • Research and obtain standards/codes required by client and jurisdiction.
  • Calculate and prepare planning and design documents and reports.
  • Initiate quality control processes and follow technical aspects and policies.
  • Analyze technical problems; devise new or improved techniques, approaches, and alternative solutions.

In this role, Ashley will help strengthen the firm's position in high-growth markets by aligning economic strategy, site readiness, regulatory coordination, and long-term community planning. As communities across North Carolina and the Southeast compete for transformative investments in life sciences, advanced manufacturing, and technology, strategic economic and land development leadership is more critical than ever. Ashley brings more than 15 years of experience in economic development and state government affairs, with a track record of supporting multi-billion-dollar corporate investments and complex, regulated facilities that drive innovation and long-term regional value. Her expertise spans corporate site strategy and incentives, state and local government affairs, legislative and regulatory strategy, workforce development, and stakeholder coalition building. Prior to joining WithersRavenel, Ashley served as Director of State Government Affairs for FUJIFILM Holdings America Corporation, where she led state and local government strategy across multiple U.S. subsidiaries in life sciences, biotechnology, semiconductor, manufacturing, and imaging sectors. In this role, Gary will lead and continue to strengthen WithersRavenel's National Environmental Policy Act (NEPA) services, a critical component of delivering successful infrastructure and development projects that involve federal funding, approvals, or permits. His leadership will help ensure projects move forward efficiently while meeting regulatory requirements and protecting environmental and community resources. Gary specializes in coordinating with local, state, and federal regulatory agencies to support environmental permitting and ensure consistency with current regulations. He is responsible for overseeing and completing NEPA and SEPA documentation, as well as Section 106 review, for a wide range of public and private development projects. His experience includes environmental assessments for due diligence, wetland delineations, riparian buffer determinations, endangered species surveys, riparian buffer coordination and permitting, and Section 401/404 environmental permitting. As Director of NEPA Services, Gary's expertise will play an increasingly important role as communities and agencies navigate complex regulatory processes tied to transportation, utility, environmental restoration, and other infrastructure projects. A strong NEPA process helps identify environmental impacts early, supports informed decision-making, and reduces risk, ultimately saving time and resources while promoting responsible development. Gary is a licensed soil scientist with extensive experience in soil evaluation for a variety of land uses. He also holds certification in Surface Water Identification from the North Carolina Division of Water Resources, further strengthening WithersRavenel's ability to deliver comprehensive environmental solutions. Her presentation, "Linking Hydraulic Modeling and Risk Analysis Through the Z-Dimension for the Town of Fuquay-Varina," will take place on Monday, November 3, at 3:30 p.m. in Exhibit Hall ST as part of the Special Topics Track at the Raleigh Convention Center. Nina's session explores how the Town of Fuquay-Varina is meeting the challenges of rapid growth through an integrated approach to asset management and master planning. By linking hydraulic modeling, risk analysis, and system performance, Nina and her team developed a new framework called Performance Utilization & Long-Range Planning (PULP). This "Z-dimension" methodology enhances traditional risk-based prioritization by accounting for how assets perform under changing conditions, helping communities make smarter, data-driven capital improvement decisions. Attendees will learn how this innovative approach bridges the gap between asset condition, system capacity, and growth planning, without giving away all of PULP's details before the session.
