Requirements
  • A Bachelor's degree in communications or an equivalent combination of education and experience is required.
  • Five years of related experience are required.
  • Bilingual proficiency in Spanish is required, including the ability to communicate, read, and write in Spanish.
  • Experience working as a public information officer is required.
  • The ability to drive and a valid Texas driver's license, or the ability to obtain one at hire, are required.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook is required.
  • The ability to plan, assign, and supervise the work of others is required.
  • Knowledge of local, state, and federal laws and regulations relevant to program areas, and of public administration and management principles and practices, is required.
  • Knowledge of multimedia communications management and content production is required.
  • Strong writing, editing, organizational, interpersonal, analytical, and communication skills are required.
  • The ability to create social media content and support emergency management public information campaigns is required.
  • The ability to handle confidential and sensitive information, work independently, prioritize multiple tasks, meet strict timelines, and adapt to changing demands is required.
  • The ability to work extended or non-traditional hours, including evenings, weekends, holidays, and twelve-hour shifts during emergency activations, is required.
  • Completion of FEMA IS-100, IS-200, IS-700, IS-800, and Professional Development Series or Emergency Management Professionals Program Basic Academy courses within twelve months of employment is required.
  • Availability for after-hours, holiday, and weekend work, and the ability to travel in or out of state, sometimes overnight or for extended periods, is required.
Responsibilities
  • Develop a cohesive communications strategy in collaboration with the Section Chief, Media and Communications staff, and executive management.
  • Respond to media inquiries, provide on-camera interviews, coordinate press conferences, and draft and distribute press releases and executive speeches.
  • Translate content for publication across agency platforms.
  • Coordinate a multicultural communications strategy and conduct outreach in multiple languages.
  • Collaborate with Media and Communications staff on internal and external communications objectives, disaster-specific public information campaigns, materials, and agency initiatives.
  • Build relationships and support agency growth through communication strategies aligned with the organization's mission, vision, and goals.
  • Help manage a joint information center during declared disasters in partnership with state emergency management council agency communication directors.
  • Maximize, maintain, and update communication assets and channels, including the website, marketing collateral, and social media.
  • Develop, establish, and implement goals and objectives consistent with the agency's strategic plan.
  • Provide preemptive planning and crisis communications management.
  • Maintain quality control of all information released on behalf of the agency.
  • Establish priorities, standards, and measurement tools for determining progress toward goals, and coordinate and evaluate program activities.
  • Travel 50% and perform face-to-face and person-to-person interactions.
  • Maintain regular attendance and work extended hours when needed.
  • Perform other duties as assigned.
