Regulatory Risk Officer Vice President - Capital Planning Review Team
The Finance Chief Risk Office (“FinCRO”) provides risk management oversight of the Finance function, including effective risk challenge and mitigation of risk for capital, liquidity, interest rate risk and treasury investments, and ensures compliance with all risk-related regulatory requirements. In addition, the team oversees the key risk management methodologies and calculations, including CECL and IFRS9 for credit reserves, and Basel Advanced RWA.
Within FinCRO, Regulatory Capital Risk Management (“RCRM”) provides independent risk management oversight for capital management, planning and forecasting, recovery and resolution planning, capital interpretations, and capital calculations and reporting. More specifically, the Capital Planning Review Team (“CPRT”) leads the independent review and challenge of the capital management and planning process across the capital planning continuum, and associated policies, procedures, and risk limits.
As a member of the CPRT team, the Regulatory Risk Officer Vice President will provide independent review and challenge across the capital management and planning continuum encompassing business-as-usual capital management, ongoing and quarterly business and capital planning forecasts (including CCAR/DFAST). Further, he will be responsible for managing control effectiveness, governance, and program management for CPRT.
Key Responsibilities
- Maintain an end-to-end perspective of capital management and capital planning, ensuring transparency of governance, methodologies and processes
- Perform effective review and challenge activities for capital adequacy
- Develop a strong understanding of the policies and frameworks used to measure and monitor capital adequacy, including the forecasting methodologies across businesses, products, and risks to drive analytical insights, highlight trends, and anticipate outcomes
- Present observations and results of the review and challenge during CPRTs review sessions
- Develop presentation materials and review and challenge templates and memorialize R&C meetings key takeaways
- Lead and conduct deep-dive analysis related to specific forecast components to enhance understanding of drivers and inform decision-making
- Lead and oversee ad-hoc analysis, including competitor/peer analysis
- Present analysis to senior stakeholders across the Finance CRO and firm’s first line of defense
- Manage strategic projects by conducting independent research and collaborating with internal stakeholders
- Assist with regulatory exams, responses to regulatory feedback, execution of corrective actions, and internal audit exams/reviews; engage with regulators and other external stakeholders
- Oversee the development of controls and automation across the reporting review & challenge process to ensure accuracy and timeliness of information presented to senior management and support a strong control environment across the CPRT
- Collaborate with the internal governance, control, and assurance functions to develop and implement comprehensive and robust risk control and assurance practices.
- Maintaining exhaustive team deliverables calendar and driving the team to for timely execution.
- Project manage CPRT’s initiatives through development of CPRT’s integrated program and project plans and assist with execution of projects by scheduling meetings and tracking deliverables.
- Engage with Business, Finance, and Risk partners to facilitate CPRT’s review process.
- Lead the delivery of and develop and/or provide quality assurance for CPRT’s (1) artifacts and responses for regulatory and/or audit exams and requests, and (2) metrics and reports to senior management and relevant governance committees (e.g., Capital Committee, Board); engage with regulators and other external stakeholders.
Experience:
- 7+ years of relevant experience within the financial services industry with Tier-1 player or regulatory entity or top tier consulting; consistent track record managing complex cross-functional programs/projects.
- Experience managing large datasets and extrapolating insights for various P&L components.
- Advanced Microsoft Office skills, particularly Excel and PowerPoint.
- Relevant experience with and/or strong understanding of regulatory requirements and guidance, preferably in Capital Planning / Adequacy Process and Capital areas (e.g., CCAR/DFAST).
- Highly organized, detailed-oriented, and proactive.
- Good project management skills and experience working with diverse group of stakeholders to achieve milestones and deadlines.
- Strong oral and written communication skills; comfortable making presentations.
- A conceptual thinker and problem-solver.
Education:
- A Bachelor’s degree in a discipline such as Finance or Accounting is required.
- Additional finance focused education or certification (CFA, CPA, FRM) will be beneficial.
- Project management certification (PMP/PgMP) will be beneficial.

$125,760.00 - $188,640.00
