Requirements
  • A bachelor's degree in Construction Management, Engineering, Business, or a related field is required.
  • At least 5 years of experience in pre-construction, project controls, estimating, procurement support, or construction management on complex energy, utility, industrial, or commercial projects is required.
  • Ability to define scopes, support contractor bidding, and manage bid-period controls including requests for information, clarifications, and addenda is required.
  • Proficiency in building and maintaining integrated schedules and milestone logic is required.
  • Ability to support multi-million-dollar budgets and maintain forecast integrity is required.
  • Clear, concise communication skills are required to produce decision-grade summaries and coordinate across internal teams and external counterparties.
  • Proficiency with project controls and document management tools, with the ability to adopt platforms such as Kahua and Procore and scheduling tools such as Microsoft Project and Primavera P6, is required.
Responsibilities
  • Own the end-to-end pre-construction readiness plan for assigned projects from late development through Notice to Proceed, maintaining the critical path and readiness checklist.
  • Define bid packages and detailed scopes of work with Construction leadership and engineering and design counterparts, ensuring scopes are complete, comparable, and aligned across vendors and contractors.
  • Run bid-period controls, including the request-for-information log, clarification register, addenda inputs, and internal approval routing.
  • Support synchronization of major equipment, field services, and consultant scopes so contracts, schedules, and budgets have no scope gaps or interface ambiguities.
  • Coordinate with Procurement to synchronize general contractor assumptions, sequencing, site logistics, equipment delivery timelines, staging and handling constraints, and commissioning support needs.
  • Maintain pre-construction milestone tracking and schedule inputs covering design, permitting, procurement, and mobilization, ensuring bid and award plans reflect actual constraints.
  • Maintain current cost forecasts and cost-risk narratives for assigned projects in coordination with Finance and the pre-construction lead.
  • Partner with Development and Permitting to track permitting constraints affecting bid packages and mobilization, and drive completeness criteria for procurement and construction-readiness inputs without owning permit submissions.
  • Support prequalification activities, bidder coverage, and vendor constraint tracking, including switchgear and transformer lead times, reservations, and warranty or service-term inputs.
  • Compile and deliver a comprehensive handoff package to Construction, including executed scopes and contract status, budgets, schedules, risks, lease or landlord items as applicable, and procurement documentation.
  • Help build repeatable pre-construction mechanisms such as templates, checklists, and Definition of Ready matrices, and support adoption of systems such as Kahua.
  • Standardize pre-construction artifacts, including scope templates, readiness checklists, bid package requirements, and handoff deliverables, based on standard product configurations so project variations are intentional and controlled.
Desired Qualifications
  • Experience in renewable energy, power generation, electrical infrastructure, or battery energy storage system projects.
  • Experience with New York City Department of Buildings, Fire Department of the City of New York, or Con Edison processes and dense-urban execution constraints.
  • Experience working under master service agreements, alternative contracting mechanisms, or high-volume procurement programs.
