  • Active Secret or higher clearance
  • Bachelor's degree in engineering, Physical Sciences, Mathematics, Management Information Systems, or Business
  • Fifteen (15) years of technical experience in support of program/projects, to include: Equipment Support, System Support, and Programmatic Support
  • Minimum eight (8) concurrent years of Project Management experience within large (>100 personnel) programs, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures
  • Minimum five (5) concurrent years as manager supporting Navy Command, Control, Communications, Computers & Intelligence (C4I) systems
  • Demonstrated experience managing full software and hardware development lifecycle projects, including design, development, testing, and deployment using Agile methodologies such as Scrum or Kanban
  • Demonstrated experience utilizing DevOps tools for management, analysis, and reporting
  • Project Management Certification: PMP, PgMP, or DAWIA Advanced/Level 2-3 Program Management certification
  • Cybersecurity Work Force (CSWF) Certification: ISC2 CGRC, GSLC, CISM, CISSP, or CASP (ISC2 CISSP preferred)
  • Strong oral and written communication skills
Responsibilities
  • Lead and manage complex, multidisciplinary projects supporting Navy clients and contract deliverables
  • Develop and maintain detailed project plans, schedules, and budgets that align with defined acquisition requirements and performance standards
  • Serve as a primary point of contact between internal project teams and government stakeholders, ensuring project objectives remain aligned with mission goals and compliance requirements
  • Support all phases of the project lifecycle, including initiation, planning, execution, monitoring, reporting, and closeout
  • Identify, communicate, and help mitigate risks that may impact project performance, cost, or schedule
  • Promote process improvements and innovative approaches to increase project efficiency, manage risk, and enhance outcomes
  • Ensure all assigned project deliverables—such as status updates, risk logs, and milestone reports—are accurate, timely, and compliant with Navy requirements
  • Provide direction and coordination for cross-functional project teams, translating technical requirements into executable project tasks and deliverables
