Job Description
This is entry-level information technology work. The employee in this class has the primary responsibility for supporting staff by managing the compilation and analysis of a high volume of agency data and information to assess and/or project the effectiveness of grant-funded initiatives and programs, informing the planning of housing and community development strategies and objectives. Work is performed in the Policy and Planning Unit under the general direction of management- and director-level staff, with direct supervision provided by the unit’s Program Manager.
Essential Functions:
- Work as part of a growing team to provide expert services to support the Department’s existing and new housing and community development programs.
- Support the DHCD Program Manager in supervising and overseeing neighborhood improvement projects performed by consultants, contractors, and program partners.
- Supports in the design, maintenance, and production of a high volume of housing and community development data and information for the purpose of strategic planning and analysis work.
- Develops, tests, launches, and maintains a housing database containing comprehensive data for all affordable housing developments.
- Collaborates with agency deputy director, senior management, and other staff to evaluate and interpret informational data and program outcomes.
- Follows reporting requirements of housing and community development grant funded projects.
- Conveys findings graphically through advanced charts, graphs, tables, etc.
- Assists in the production of the annual Consolidated Plan through HUD’s IDIS system.
- Utilizes geographic information system (GIS), statistical and other analytical software to compile and evaluate data and information and make strategic recommendations.
- Manages data storage/warehousing in a spatial enterprise environment
- Creates maps to display the spatial distribution of programmatic data for inclusion in strategic plans.
- Publishes and shares agency data with internal stakeholders and the general public, where applicable.
- Researches information systems, technology and software to obtain better analytical and reporting capabilities.
- Assists in coordinating and implementing the City’s special initiative with PolicyMap by compiling and aggregating city-wide data for programs and projects; conducts presentations or training sessions to promote product usage.
- Help refine and improve program procedures and processes for implementation.
- Attends public meetings, representing the agency when necessary.
- Performs related work as required.
