Circle launches its Arc public mainnet on Wednesday with 11 founding validators from traditional finance, including BlackRock, Visa, and Mastercard. The Layer 1 network uses USDC for gas fees and was designed for payments and settlement. Circle raised $222 million in an Arc token presale at a $3 billion valuation. Despite institutional backing, traders are positioning for meme coin speculation at launch, mirroring Robinhood Chain's trajectory. That Arbitrum-based Layer 2 launched in July focused on real-world assets but saw meme coins dominate. Robinhood Chain recorded $563.9 million in decentralised exchange volume on 8 July and peaked at $3.7 billion earlier this month. Speculators are already mapping Arc launchpads ahead of mainnet, betting on similar trading patterns.
The US Senate is set to vote on the CLARITY Act on Tuesday, followed by the Federal Reserve's rate decision on Wednesday — two events that could significantly impact Circle Internet Group's revenue. Reserve income accounted for approximately $667 million of Circle's total $701 million second-quarter revenue, earned at a 3.5% interest rate that could be repriced if the Fed raises rates. The CLARITY Act requires 60 Senate votes to advance. If it fails, the legislation would be pushed to 2027. Current banking committee text bans interest on stablecoin balances but allows activity-linked rewards, though banking groups have lobbied against this provision. Circle is also launching its Arc blockchain on Wednesday, part of efforts to diversify beyond reserve income, which contributed under 5% of last quarter's revenue.
Circle is launching its Arc mainnet on 16 September, one day after the US Senate votes on the CLARITY Act regulating digital assets. The vote requires 60 senators to proceed, but betting markets price passage at just 22%, down from 82% in February. Arc launches with 12 founding validators including BlackRock, DTCC, Mastercard, and Visa. BlackRock is deploying its $3.2 billion BUIDL tokenised liquidity fund onto Arc, using native stablecoins for round-the-clock subscription and redemption. The CLARITY Act faces opposition over provisions on federal official sponsorship, DeFi developer liability, and yield restrictions. Seven Democratic senators call the draft insufficient. With Republicans holding 53 seats and expected defections, supporters remain seven to nine votes short of the needed threshold. DTCC began limited production trades on Arc in July 2026.
Circle is discontinuing USDC and Cross-Chain Transfer Protocol V1 on Noble blockchain, effective January 2027. Noble served as the primary stablecoin issuance hub for the Cosmos ecosystem, consolidating over 100 fragmented USDC versions into one native asset accessed via Inter-Blockchain Communication. New USDC minting ceases 13 October 2026, with full protocol pause by 12 January 2027. All USDC remains redeemable until that date. Coinbase had already halted Noble deposits in August 2026, signalling the shift. The exit aligns with Circle launching its Arc mainnet on 16 September, backed by institutional validators including BlackRock, DTCC, Mastercard and Visa. Circle holds an OCC charter and is prioritising compliance-ready infrastructure ahead of the GENIUS Act yield ban taking effect 18 January 2027.
