Requirements
  • Graduation from college or equivalent with a bachelor’s degree, with 2+ years additional training / experience in drainage, grading, earthwork, and general site /civil land development preferred
  • Professional Registration is beneficial, but not required
  • Progressively responsible experience independently coordinating, scheduling and managing documents control in a wide variety of construction projects.
  • Working knowledge of office software (MS Word & Excel) and associated equipment
  • Considerable knowledge of drainage, grading, earthwork operation, roadway and utility construction methods, materials, standards and construction symbols and terminology
  • Working knowledge of state and federal safety, environment, and EEO/DBE guidelines and regulations
  • Must be able to read, understand and interpret civil engineering site plans, architectural plans and contract specifications
  • The ability to think logically and systematically through the various phases of a project.
  • Ability to prepare and allocate time and effort across multiple projects in multiple geographic locations and prioritize daily and weekly tasks is required
  • Must possess a valid state driver’s license and be able to drive a vehicle
  • A current working knowledge of prevailing market rates for major cost items (earthwork, pipe installation, site concrete, etc.) for site construction projects is a plus
  • Familiarity with VDOT Road and Bridge Standards and Construction specifications is a plus
  • Prior experience with engineering design a plus
  • Experience with CAD software such as AutoCAD Civil 3D is a plus
  • Working knowledge of MS Project is a plus
  • Ability to prepare CAD drawings is a plus
Responsibilities
  • Prompt concise and accurate communication with Project Stakeholders, Project Manager and contractor
  • Develop construction contract documents so that the project can be bid/negotiated with a contractor
  • Maintain, review and respond as necessary to all project documents including RFI’s, material submittals, as-built plans, contractor pay requisitions and change orders
  • Attend and facilitate Pre-construction meetings, Progress Meetings and other construction project related meetings with owners, contractors, sub-contractors, governmental agencies, etc. to prosecute the project
  • Resolve field construction issues including frequent communication with the owner, contractor, public, utility companies, project engineers and agencies having jurisdiction
  • Prepare field directives/sketches for contractor
  • Apprise the Timmons Group Project Manager of the project’s progress and seek direction on all salient issues
  • Review pre-bid project plans for constructability and offer suggestions to the Timmons Group Project Manager
  • Review bid tabulations and recommend award to owners
  • Visit construction sites and document pertinent observations
  • Perform other duties as assigned
  • Cost Estimating and review of contractor’s pricing
  • Construction schedule building and review of contractors proposed schedules

Healthy Parks, healthy streams, healthy people. May 30, 2026 Green infrastructure improvements at Blackwell Park. Studies show that access to healthy outdoor recreational spaces has dramatic impacts on the quality of life and overall health of communities. Green spaces also improve water quality, create wildlife habitat, and reduce heat and greenhouse gas emissions. Charlie Sydnor/Blackwell Playground (Blackwell Park) on Richmond's Southside is a local park often used as a gathering space by the community and was long overdue for improvements. The Alliance's goal was to convert Blackwell Park into a thoughtfully planned, beautiful community asset that improves water quality and brings quality of life benefits to the neighborhood. In partnership with Richmond Department of Parks, Recreation, and Community Facilities (PRCF), Richmond Department of Public Utilities (DPU), Southside ReLeaf, and Timmons Group, the Alliance for the Chesapeake Bay worked on "re-greening" Blackwell Park to provide recreation amenities the community deserves. The Alliance and partners created enhanced green space with safe permeable parking, new walking trails, a nature playground, a community garden, bioretention areas, native plants and trees, and more, all while keeping water quality, climate resiliency, and pollinators in mind. These green infrastructure practices reduce pollution and improve water quality in the nearby James River by capturing and filtering stormwater runoff. They will also provide other benefits to the Blackwell community, such as improved air quality, reduced heat, neighborhood beautification, and enhanced recreational facilities. The Blackwell Park project integrates green infrastructure with these improved recreational facilities. The upgrades help improve the park's climate resiliency by reducing heat and flooding while increasing wildlife habitat and beautifying the community. The park is the first project of its kind in the Richmond area, and serves as a showcase for how green infrastructure can improve athletic amenities like ball fields, sports courts, and trails.
