Requirements
  • A bachelor's degree in civil engineering is required.
  • Two to four or more years of experience in highway construction and/or maintenance, or in the technical department of a major infrastructure developer, is required.
  • A valid driver's license must be possessed and maintained.
  • The candidate must be able to perform multiple tasks under tight deadlines and manage tasks effectively.
  • The candidate must be able to adapt to variable work schedules, including day and night work, with sufficient rest periods.
  • Strong written and oral communication, leadership, detail orientation, analytical, interpersonal communication, decision-making, problem-solving, prioritization, flexibility, and innovation skills are required.
  • The candidate must be able to work effectively in a self-managed team structure.
  • Proficiency with Microsoft Excel, Project, Word, PowerPoint, and PC-based programs is required.
  • Computer-aided design and/or MicroStation experience is required.
  • The candidate must be available to oversee night work for up to 50% of the time, with occasional nighttime and weekend hours.
  • The candidate must be able to occasionally lift or move up to 25 pounds and meet the stated standing, walking, sitting, talking, hearing, and computer-use requirements.
Responsibilities
  • Develop and implement strategies to maintain highways, bridges, and roadside facilities in optimal condition.
  • Manage, coordinate, and supervise field work; prepare lane closures; review work plans; and coordinate activities to ensure best practices are applied.
  • Oversee and control on-site work performed by subcontractors to ensure required quality and performance.
  • Prepare field investigation reports to control proper work performance.
  • Prepare requests for proposals and oversee technical advisory services or surveys required for the work.
  • Manage design and construction processes for new works or assets along or adjacent to existing highways in coordination with the Operations Manager and operations and maintenance department.
  • Review plans, specifications, contract documents, design documentation, procedures, quality-control methods, work plans, and standard requirements for renewal activities.
  • Analyze current asset conditions to determine remaining life expectancy and program and manage required capital expenditure works.
  • Achieve budgetary goals.
  • Assist the Operations Manager in reviewing and approving plans, contracts, and invoices.
  • Assist the Maintenance Director and Maintenance Managers with technical issues related to operations and maintenance efforts.
  • Coordinate implementation and relocation of field equipment with the Intelligent Transportation Systems Department.
  • Prepare annual renewal work schedules for each project and assist with annual capital expenditure forecast updates.
  • Assist the Operations Manager with meetings and negotiations involving the Texas Department of Transportation, cities, vendors, suppliers, and other stakeholders.
  • Oversee the asset management tool and other tools and systems, including geographic information systems and data analytics platforms, for capital expenditure work.
  • Participate in innovation and research groups at shareholder or corporate level when required.
  • Supervise on-site inspections to verify that measurements are taken according to standards.
  • Prepare and submit monthly, quarterly, and annual reports required by contract or internal policy.
  • Ensure compliance with technical requirements, including the operations and maintenance measurement and performance table for the projects.
  • Promote department and employee safety.
  • Perform other job-related duties as needed.
Desired Qualifications
  • Experience in a technical office during construction projects is preferred.
  • Previous experience in the Texas market is desirable.
  • ArcGIS experience is desirable.
  • Experience in data analytics software is desirable.
