Requirements
  • Must be a U.S. Citizen.
  • A bachelor's degree in Business Administration, Finance, Accounting, Public Administration, or a closely related discipline is desired.
  • At least 5 years of directly relevant experience in federal grants administration, financial management, post-award management, or federal grant or contract closeout operations is required.
  • Strong working knowledge of 2 CFR 200, including 2 CFR 200.344, OMB circulars, and federal grant administration principles is required.
  • Experience using or familiarity with GrantSolutions or similar federal financial or acquisition platforms, such as STAQS, PRISM, Phoenix, or Grants.gov, is required.
  • Advanced proficiency in Microsoft Excel, including financial modeling, formulas, and pivot tables, and tracking databases for financial reconciliation is required.
  • Must be able to pass a background investigation to obtain a Public Trust / Moderate Risk Security Clearance, including credit, fingerprint, and law enforcement agency checks.
Responsibilities
  • Complete detailed financial analyses for grant closeouts and amendments and prepare executive and operational financial summary reports for the Grants Management Officer.
  • Reconcile grant invoicing, drawdowns, and payment history to ensure transaction accuracy; analyze reconciliations to determine unliquidated obligation balances and exact de-obligation amounts.
  • Manage administrative task workflows for grant closeouts and grant amendments throughout the active period of performance.
  • Follow up with grantees, Contracting Officer’s Representatives, Agreement Officer’s Representatives, and government representatives to ensure all technical and administrative closeout actions are finalized before final closeout approval.
  • Maintain accurate, real-time status tracking in internal databases and spreadsheets and ensure adherence to OMB circulars, including 2 CFR 200 Subpart E and 2 CFR 200.344, and agency-specific grant policies.
  • Review grant files for missing required documentation, including Final Federal Financial Reports, SF-425/FFRs, SF-428 Property Reports, and final progress reports, and notify the Grants Management Officer of required corrective actions.
  • Prepare comprehensive closeout packages and individual grant closeout reports summarizing financial status, resolved and outstanding issues, and recommendations for remediation.
  • Use GrantSolutions to receive, process, review, and finalize grant amendment packages, ensuring accuracy and policy compliance before submission.
