Responsibilities
  • Provide support and analysis on total life cycle management activities for Military Equipment, Secondary Items, Operating Material & Supplies (OM&S). Analysis and support will include, but is not limited to, project modeling, mapping of the business process, IT procedures and programs, lead modernization activities, perform assessments to identify opportunities to add efficiency to processes and applications that result in enhancing customer service and support to internal and external customers.
  • Complete Software Development Life Cycle/Business Capabilities Assessment Analysis that will result in the identification of gaps that may exist. Contractor shall use DoD mandates and policies when performing assessment identifying gaps in the business and the related systems, provide expert general business consulting, problem identification, assessment, and analysis.
  • Analyze processes with a functional understanding of logistics problems and present solutions as they relate to the current and future business environment.
  • Develop and provide strategies and modeling process flows to support process improvements.
  • Document and submit proposed courses of action with pros and cons for each proposal and provide recommended solutions.
  • Provide subject matter expertise (SME) to consult with the staff to plan, develop and implement concepts and strategies in support of strategic business initiatives relating to Commanding General’s priorities.
  • Conduct studies, including trade studies and AoAs, reports, assessments, and analyses, based on emerging requirements, to inform one or more elements of the mission, including transformation under Force Design.
  • Research, develop, and test state-of-the-art techniques to enrich, extend, and automate analytic capabilities, including the use of machine learning to process large quantities of unstructured data (e.g., deep learning and convolutional neural networks), machine vision, and deep knowledge association. Conduct basic and applied research.
  • Develop a study plan, including questions to be answered within the study, initial perspective on format and contents for the final study report, analytical methodologies to be pursued, data required for the studies and expected data sources, subject matter experts, and other stakeholder interactions required.
  • Collect, analyze, and visualize data to inform the study and study plan, including internal data (e.g., inventory data) and external data (e.g., benchmark reports, third-party studies, and market or economic analyses).
  • Facilitate engagement (e.g., one-on-one interviews, focus groups, and surveys) with subject matter experts and other relevant stakeholders.
  • Update the study plan to serve as an outline for the final special study report, including outlining the contents of the final report, high-level results, and key findings.
  • Develop the final study report in a Government-specified format and separate briefing materials for multiple internal and external audiences.
  • Develop capabilities that inform modeling, simulation, and analysis of operations, and information systems/applications. Develop methods to explore new systems, procedures, threats, and operational environments safely and covertly through the use of physics-based and Model-Based Systems Engineering (MBSE).
  • Create an M&S software development plan and test plan, develop and test M&S software prototypes.
  • Survey best practices to advance the state-of-the-art in areas necessary for modeling and simulating large-scale and multi-scale systems.
  • Coordinate with and participate in relevant organizations related to standards, best practices, and sharing of knowledge to ensure that the work performed is complementary and not redundant in areas related to modeling, simulation, and analysis, including Military Utility Assessments (MUAs), special studies, and cost analyses.
  • Conduct assessments of legacy models and simulations. Develop approaches for practical reuse of the assets through techniques like reverse engineering (IAW with all data and intellectual property rights), conceptual model development, data modeling, and ontological development.
  • Analyze current problems and scenarios (provided by government) and identify use cases of wargaming for assessing novel approaches used by the enemy, discovering new and better ways to defend infrastructure, conducting offensive operations, and testing alternative ways of achieving strategic objectives.
  • Research and assess new techniques for wargaming engines that incorporate varying levels of fidelity, artificial intelligence, and content generation for missing data or information. Create processes and techniques to quickly create Live, Virtual, and Constructive (LVC) environments to conduct analysis, acquisition, test, and training of future operational environments.
  • Develop virtual and immersive worlds with venues for decision makers to experience multiple options in simulated, realistic operational, and multi-domain environments.
  • Deliver Post Deployment Software Support with the subject expertise, knowledge, skills, and abilities to execute all software development life cycle 20 activities to sustain and/or enhance the managed IT solutions, including maintain and enhance Master Data Repository (MDR), Asset Enterprise Management Information Tool (AEMIT), Life Cycle Modeling Integrator – Portal (LCMI-P), Master Scheduling Support Tool (MSST) and Secondary Repairable Total Allowance Recomputation Tool (START).
  • Use Remedy to manage all application requirements and requests for changes (RFCs).
  • Document a level of effort (LOE) to complete the Remedy work order prior to beginning work.
  • Provide configuration management, version control and bug tracking of all source code, servers, web applications, architectures, and their associated configurations within each System and application.
  • Test changes in the developer’s local environment before pushing to Government provided development environment (referred to as “user acceptance testing” (UAT) environment).
  • Test changes in UAT environment before notifying the Government Lead.
  • Promote code changes live at a time/day approved by the Government Lead.
  • Evaluate the production environment, to ensure all changes were successfully deployed and submit the results to the Government Lead.
  • Provide expert technical consulting and analyst support necessary to document, design, and implement required changes.
  • Provide skilled technical onsite daily support for Manpower applications and troubleshooting expertise in Oracle Database, Oracle Application Server, Web Logic, Web Center, Java, Angular, and SQL technologies.
  • Ensure that systems are maintained in accordance with appropriate Department of Defense (DoD) directives, policies, and guidelines.
  • Provide support services to accomplish the necessary IA activities to maintain an Authority to Operate (ATO) for MDR (RMF-197), LCMI-P (RMF-199), AEMIT (RMF201), and MSST (RMF-202).
  • Provide continuous IA compliance and project status tracking. Develop and maintain the Defense Information Assurance Risk Management Framework (DIARMF) in accordance with National Institute of Standards and Technology requirements. Conduct Information Systems Continuous Monitoring (ISCM) planning and implementation. Maintain internal IA Policy and Standard Operating Procedures (SOP). Reevaluate annually.
  • Conduct IS environment cyber security assessments as required by DoD policy and regulations and provide and maintain Risk Analysis and Management.
  • Provide Security Architecture, Design, and Engineering upon implementing new systems or applications and modification to existing systems or applications to maintain current accreditation status.
  • Obtain and maintain Certification and Accreditation (C&A), Assessment and Authorization (A&A), and Validation for all required ATO’s. Conduct Information Assurance Vulnerability Management (IAVM).
  • Assist in Security Incident Response (IR) Planning and Execution. Monitor and control performance and Information Security/Information Assurance compliance as determined by the Information Security System Manager.
  • Provide support with Marine Corps Certified Application (MCCA), Operational Directives, Marine Corps Directives (MCD), Marine Forces Cyberspace Command (MFCC) direction, Cyber Protection Team (CPT) support, Assured Compliance Assessment Solution (ACAS) support and McAfee HBSS/epos services.
  • Ensure databases are backed up daily; ensure all back-ups are current, secure, and available.
  • Provide security administration, auditing, and disaster recovery support.
  • Provide support for all six stages of SDLC: requirement determination/validation, analysis, solution design, solution development, system test and implementation/sustainment. Documentation and system evaluation are also required.
  • Provide support to sustain and enhance extract, transform, and load; create, modify, and sustain all interfaces.
  • Ensure MDR Production and ODBC databases are identical, unless otherwise approved by the Government.
  • Perform MDR database loads daily, Monday – Friday by 0700 ET for all files received by 0630 ET.
  • Troubleshoot and resolve daily load errors. Submit Oracle SRs as required to solve errors.
  • Provide expert technical advice in leveraging cloud native database technologies to ensure effective and efficient cloud operations.
  • Provide project management support to include the management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in this PWS.
  • Manage project execution to achieve schedule, and quality standards to direct the technical and functional activities to include productivity and management methods such as Quality Control, Configuration Management, and security management.
  • Provide management, direction, administration, quality control, and leadership of the execution of this contract.
  • Provide a Monthly Status Report (MSR). Government will provide template after contract award.
  • Present an Interim Progress Review (IPR) at key milestones to highlight capabilities and progress and to discuss plans for the coming months, subject to the needs of the Government.
