Position Description:

The Senior Division Business Analyst serves as a strategic business advisor and liaison to Division leadership, integrating technical, operational, and business information to support R&D investment and management decisions. The Analyst translates technical objectives into actionable, data-driven business plans and leads analysis of organizational processes, resources, priorities, and workflow.

Office Location: Wright-Patterson Air Force Base

Responsibilities and/or Success Factors:

Liaise between Division leadership and cross-functional technical and business teams.
Develop and support business strategies designed to improve operational efficiency and mission execution.
Translate complex technical visions and R&D priorities into actionable business plans.
Perform cost-benefit analyses supporting R&D investments, resource allocation, and project prioritization.
Lead stakeholder requirements-gathering activities involving scientific and engineering organizations.
Document and analyze business, functional, and technical requirements.
Assess workflows, products, and processes to identify inefficiencies, risks, and improvement opportunities.
Develop recommended process improvements and support implementation.
Coordinate leadership engagements and events supporting R&D investment and prioritization decisions.
Manage Division workflow processes and oversee receipt, dissemination, tracking, suspense management, and closure of taskers.
Coordinate with leadership to establish OPR and OCR responsibilities.
Provide senior-level analytical and organizational support across multiple simultaneous Division priorities.

Minimum Qualifications Including Certificates:

Active Top Secret Clearance
7-10 years' Experience
Advanced business analysis, strategic planning, operations, or R&D/program-management experience.
Demonstrated ability to support senior leadership decision-making.
Strong cost-benefit, requirements, process, and workflow analysis capabilities.
Excellent facilitation, analytical, written, and oral communication skills.
Ability to independently lead complex analytical efforts involving technical and non-technical stakeholders.
