Requirements
  • Relevant vocational qualifications, such as MEng, MSc, BEng, BSc, HNC, or HND.
  • Knowledge of Construction Design and Management regulations and other health and safety legislation.
  • A broad understanding of basic engineering principles for bridge and tunnel construction.
  • Broad knowledge of quality management.
  • Proficiency with information technology; Microsoft Office is essential.
  • Ability to develop relationships and build trust at all organizational levels and with clients.
  • A UK driving licence or a reciprocal driving agreement is required.
Responsibilities
  • Coordinate design across secondary steelwork and mechanical and electrical schemes.
  • Understand construction tolerances, specifications, and other contract documents.
  • Identify potential hazards on site or in planned construction methodologies and implement appropriate actions and controls.
  • Manage design delivery and review documentation from internal and external consultants.
  • Prepare, raise, or check Temporary Works Briefs.
  • Review and prepare methods of work for complex installations.
  • Engage with the workforce to ensure design and engineering solutions are executed efficiently and safely on site.
  • Produce the weekly programme, measure design progress against key performance indicators, and forecast design resources required to meet the programme.
  • Identify additional work items and raise the necessary notifications.
  • Monitor, review, and check external designers' deliverables to ensure designs are complete and compliant before submission to National Highways through the review process.
  • Manage external framework design suppliers to deliver agreed outcomes and scope on time and to budget.
  • Assist the wider Design Team with Structures and mechanical and electrical improvement schemes.
  • Support internal design resources in delivering agreed outcomes and scope on time and to budget.
  • Undertake and manage optioneering and feasibility studies for design solutions and prepare whole-life costing.
  • Prepare and review contract documentation.
  • Work with the Connect Plus Services Asset Team to agree achievable Asset Management Forward Plans.
  • Develop and agree briefs with the design team and design suppliers covering scope, budget, and programme, and obtain agreement from the Asset Head.
  • Prepare and submit instructions to design suppliers.
  • Ensure designs meet the quality standards required by the DBFO contract and Connect Plus Services internal standards.
  • Work with the Project Manager to lead internal reviews during the design phase and achieve timely, appropriate sign-off.
  • Act as the key engineering interface between Dartford site operations and the Design and Engineering team.
  • Liaise with National Highways on technical issues and submissions.
  • Liaise with internal teams within Connect Plus and Connect Plus Services.
  • Liaise with statutory bodies and authorities, including highway authorities, planning authorities, and statutory undertakers.
  • Capture learning and best practice from projects and share it across the business.
  • Deputize for the line manager as required.
  • Ensure the Principal Designer and delegated duties are fulfilled under Construction Design and Management regulations.
  • Support the delivery of the business's sustainability activities.
  • Attend relevant community forums to represent the Engineering Design team.
Desired Qualifications
  • Experience designing or constructing tunnels or bridges.
  • Asset Management experience.
  • Knowledge of National Highways standards.
  • Experience working in a design team and coordinating interfaces with other disciplines.
  • An appropriate Construction Skills Certification Scheme card registration.
  • Knowledge of computer-aided design applications.
  • Consultation experience with National Highways, local councils, emergency services, and key stakeholders.
  • Broad skills, knowledge, or understanding of other mechanical and electrical design areas.
  • Membership of an appropriate professional institution, such as the Institution of Civil Engineers, Institution of Engineering and Technology, or Institution of Mechanical Engineers.
  • Project management and team-building skills.
