Requirements
  • Skill in supporting commercial and/or custom applications.
  • Skill in developing application documentation for technical and functional users.
  • Skill in the application of existing Project Management methodologies used to implement multi-tier systems, including hardware and application components.
  • Skill in conducting business application needs assessments.
  • Skill in conducting process improvement analysis and defining project requirements.
  • Skill in the application of supervisory or small project team leadership principles.
  • Knowledge of managerial and administrative concepts and principles.
  • Ability to travel.
Responsibilities
  • Designing, developing, evaluating, acquiring, modifying and maintaining applications and/or systems to be utilized within a large municipal government enterprise.
  • Conducting technical analysis of business application requirements.
  • Preparing logic flow charts and layout diagrams.
  • Evaluating computer hardware and software specifications.
  • Preparing implementation and end-user documentation.
  • Analyzing cost statistics and preparing economic comparisons of alternatives.
  • Acting as a liaison between the department, internal customers and/or external vendors.
  • Making assignments and supervising the work performance of Programmers and Systems Analysts.
Desired Qualifications
  • A bachelor’s degree or higher in Information Technology, Business Administration, or related field plus five (5) years of equivalent work experience managing support for business-critical Industrial Control Systems (ICS), and support teams providing services to medium-to-large enterprises.
  • Possession of an Oklahoma Department of Environmental Quality (DEQ) Class “D” Water & Wastewater Operator License or the ability to obtain one within 6 months.
  • Experience auditing an environment built using National Institute of Standards and Technology (NIST) 800-82 framework.
  • Skill in completing requirement assessments for technology systems and making recommendations that align with organizational priorities.
  • Skill in developing, negotiating, and managing technology contracts with external vendors.
