$39.13 - $59.79 Hourly

The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

POSITION DESIGNATION

This job classification has been designated as a cyber security sensitive job classification effective June 26, 2023, in order to comply with United States Department of Justice, Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division’s Criminal Justice Information Services Security Policy (Version 5.9.2, 12/07/2022), 5.12 Policy Area 12 Personnel Security.  The policy requires national fingerprint-based records checks be conducted prior to granting access to criminal justice information for all personnel who have unescorted access to unencrypted Criminal Justice Information (CJI) or unescorted access to physically security locations or controlled areas (during times of CJI processing).   Employees in this job classification will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check after receiving a conditional offer of employment.  Additionally, employees in this job classification must complete the required CJIS Security and Privacy Training and pass the online certification test.  

DEPARTMENTAL INFORMATION

The Systems Analyst II is responsible for supporting the Supervisory Control and Data Acquisition (SCADA) system, including hardware, software, and Information Technology (IT) infrastructure.

JOB SUMMARY

This position is located in the Utilities Enterprise System Division of the Utilities Department within the City of Oklahoma City and can be assigned to several lines of business within the department.  Work is performed on an independent basis, requiring a previous knowledge of development and/or support for commercial and custom applications serving a broad range of business needs.  Essential job functions include: designing, developing, evaluating, acquiring, modifying and maintaining applications and/or systems to be utilized within a large municipal government enterprise. Specific tasks include but are not limited to technical analysis of business application requirements, preparation of logic flow charts and layout diagrams, evaluation of computer hardware and software specifications; preparing implementation and end-user documentation; analyzing cost statistics and preparing economic comparisons of alternatives. As a technical expert, the employee acts as a liaison between the department, internal customers and/or external vendors.  A Systems Analyst II is responsible for making assignments and supervising the work performance of Programmers and Systems Analysts.  Work efforts and final products are reviewed at the discretion of the supervisor.

JOB REQUIREMENTS

• Skill in supporting commercial and/or custom applications.
• Skill in developing application documentation for technical and functional users.
• Skill in the application of existing Project Management methodologies used to implement multi-tier systems, including hardware and application components.
• Skill in conducting business application needs assessments.
• Skill in conducting process improvement analysis and defining project requirements.
• Skill in the application of supervisory or small project team leadership principles.
• Knowledge of managerial and administrative concepts and principles.
• Ability to travel.

PREFERRED QUALIFICATIONS

• A bachelor’s degree or higher in Information Technology, Business Administration, or related field plus five (5) years of equivalent work experience managing support for business-critical Industrial Control Systems (ICS), and support teams providing services to medium-to-large enterprises.
• Possession of an Oklahoma Department of Environmental Quality (DEQ) Class “D” Water & Wastewater Operator License or the ability to obtain one within 6 months.
• Experience auditing an environment built using National Institute of Standards and Technology (NIST) 800-82 framework.
• Skill in completing requirement assessments for technology systems and making recommendations that align with organizational priorities.
• Skill in developing, negotiating, and managing technology contracts with external vendors.

WORKING CONDITIONS

• Primarily inside in a climate-controlled environment.
• Subject to frequent low-level noise from data processing equipment.
• Occasionally required to work beyond normal working hours or to change working hours when conducting training or systems analysis.
• Occasional local and out-of-town travel.

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.   

PHYSICAL REQUIREMENTS

• Strength enough to lift and carry items such as computer equipment weighing up to 50 pounds.  Additional assistance is provided when lifting and carrying items which weigh over 50 pounds. 
• Arm/hand steadiness enough to demonstrate and operate computing equipment such as personal computers, graphic workstation, digitizers, plotters, etc.
• Manual and finger dexterity enough to operate equipment such as personal computers, audio visual, and other training aids.
• Near vision enough to read, write, develop training materials, and systems documentation, etc. 
• Speech and hearing enough to communicate clearly and distinctly by telephone and in person.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.
