Requirements
  • MSW, MBA, MPA with 10 or more years of success in organizational leadership: to include visionary/strategic thinking, problem solving and decision making while delivering and managing multifaceted social services.
  • Strong Business Acumen: to include strategic and operational skillsets.
  • Demonstrated leadership abilities and cultural inclusion for diversity practices in leadership and supervision.
  • A clear understanding of and a passion to serve the mission of The Salvation Army, Salvationist preferred.
  • Valid Driver’s license and ability to travel throughout the Empire State Division.
Responsibilities
  • Ensuring that Territorial and Divisional policies and strategies are properly executed, while translating these strategies to organizational practices across 48 counties.
  • Providing capacity building and expertise to local commands to assist in the provision of mission aligned services, procurement of resources, contract management, and program development and delivery.
  • Overseeing the application, compliance, and contract processes for all public funding resources.
  • Responsible for the provision of social services across the Division to include but not limited to Pathway of Hope, Emergency Services, Housing, Anti-Human Trafficking, Health Homes and anti-poverty programs and initiatives.
  • Overseeing activities and monitoring for Medicaid compliance for the Division.
  • Overseeing the divisional database for the administration of all contracts, applications, and agreements between the Empire Division and Territorial Legal Department.
  • Serving on Territorial and Divisional Committees: Territorial Social Justice, Territorial Social Services Ministry, Territorial Anti-Human Trafficking, Mission Alignment, Divisional Fiscal Recovery, Command Finance Council, Property.
  • Preparing for and Chairing the Divisional Grants and Contract Committee.
  • Responsible for administering the National Social Services Quality Standards across the Division through the evaluation and monitoring of over 300 social services programs in the Division.
  • Building and deploying social services onboarding and professional development training for divisional social services staff.
  • Developing innovative solutions to enhance and foster economic security of programs, ensuring that the Army’s mission aligns seamlessly with tangible outcomes.
  • Responsible for building public and private investment alongside impact strategies between local, regional and state entities that address and advocate for policies and issues that align with mission.
  • Working closely with government, public and private partners, and community-based organizations to develop community and divisional responses to complex social issues such as: hunger, emergency basic needs, housing, poverty, mental health, domestic violence and human trafficking.
  • Responsible for project management and leadership expertise to divisional capital projects including the construction of emergency housing, permanent/supported housing, and low-income housing.
  • Researching, prospecting, and prioritizing opportunities for strategic growth in areas identified with ideal conditions for expansions while sustaining the Divisional public funding portfolio.
  • Overseeing the Divisional grants and contracts management service area for over $23 million public funding resources including on average of 175 contracts per annual cycle.
  • Responsible for the leadership and administration of over 300 community and social service programs delivered across 48 upstate counties in New York, assuring quality and mission alignment.
  • Overseeing the divisional incident management process for all social services programs.
  • Coordinating mission related program research and overseeing the dissemination of approved program policy and activity throughout the Empire State Division.
  • Serving on community and state coalitions and committees that advocate for services and programs that meet human need and promote access to TSA programs and services.
  • Assisting Divisional and Corps Officers, in the facilitation and development of new social service programs.
  • Developing and deploying community engagement and stewardship strategies with Divisional and local Officers, and Divisional staff that build relationships with philanthropic and public partners, associations and local, county and state levels partners to advance the goals and mission of all Salvation Army programs.
  • Providing presence and support for regulatory inspections, plans of corrective action and site visits of social services programs under contract and/or license with local, state, federal governing bodies.
  • Assisting in the development of local, regional and divisional budgets.
  • Participating in planning division-wide and program specific policies, procedures and program enhancements.
  • Consulting and collaborating with other Divisional and Territorial Salvation Army operations, Corps Ministry, ARC commands.
  • Administering and monitoring the department budget and following divisional fiscal procedures and policies.
  • Participating in Divisional and Territorial training and committees as requested.
  • Providing consultation and travel to on-site visits to support officers and staff in program design, implementation, and monitoring in pursuit of mission alignment and National Social Services standards.
  • Coaching Managers and Directors in performance and program related issues as they arise, in line with State guidelines, best practices, and TSA policies.
  • Scheduling and providing monthly supervision sessions with divisional director level staff at local commands to provide support and guidance, performance management, training, conflict mediation, resource management, leadership development and personal performance and growth.
  • Coaching and leading a high performing divisional team—providing strategic leadership, supervision, employee relations support, developing and meeting key performance indicators and goals that impact mission delivery across the Division.
