Requirements

Responsibilities
  • Select, develop, and motivate personnel within the department.
  • Provide career development for subordinates.
  • Provide coaching and counseling.
  • Handle employee discipline and termination when necessary.
  • Review staff performance.
  • Create a professional environment that enables employees to develop and contribute to their potential.
  • Assist with preparing quarterly Federal Financial Reports required by federal funding agencies.
  • Assist with requisition processes outlined in grant agreements with FTA, FRA, FEMA, USDOT, USDOJ, New York State, and New York City.
  • Manage contract registration and requisition processes established by the NYC Financial Management System.
  • Manage quarterly billing to counties for the Statewide Mass Transportation Operating Assistance Program.
  • Manage the annual station maintenance billing process and CPI calculation for MTA Board approval.
  • Provide audit requirements and assist in resolving audit issues.
  • Perform monthly reconciliation of the Capital System to the PeopleSoft General Ledger, including IMPACT requisitions and ECHO drawdowns.
  • Establish and continually review internal controls to ensure policies and procedures are applied and significant risks are mitigated.
  • Perform other duties as assigned.
Desired Qualifications
  • Minimum 3 years in a managerial and/or leadership role over people and/or processes.
  • Knowledge of the IMPACT capital system.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA’s policies and procedures.
