  • Master’s or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.
  • OR bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.
  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.
Responsibilities
  • Possess the advanced knowledge, experience, and recognized ability to be considered highly skilled in Policy and Standardization Management Support. Must work independently and be able to apply procedures.
  • Possess demonstrated expertise in Foreign Military Sales (FMS) case management, policy interpretation, and process standardization. This includes at least 5 years Defense Security Cooperation Agency (DSCA) or Air Force Security Assistance Center (AFSAC) experience managing contractual requirements, initiating upgrades to meet evolving FMS needs, and demonstrating proficiency in FMS system interface processes.
  • Must be familiar with relevant regulations and legislation, including the Security Assistance Management Manual (SAMM), AFMAN 16-101, International Traffic in Arms Regulation (ITAR), and the Arms Export Control Act (AECA).
  • Develop and present recommendations to stakeholders, including but not limited to AFPEO/WI, AFLCMC/WID, AFSAC, and DSCA, on improving FMS pre-LOR and LOA processes.
  • Develop a 'one-stop-shop' concept focused on process improvement initiatives and FMS concepts to streamline case development and transition processes to the execution divisions.
  • Track and disseminate relevant regulations and legislation, including SAMM, AFMAN 16-101, ITAR, and AECA.
  • Develop AFPEO/WI FMS business rules outlining AFSAC, PEO, and Division responsibilities for case development initiatives.
  • Provide acquisition expertise and advise Security Assistance Program Managers (SAPMs), Line Managers, and functional team members across all phases of the acquisition process. This includes providing insight into areas relating to acquisition policy, streamlining, management, and lessons learned.
  • Assist in ensuring requirements are identified to provide initial support for new acquisitions or modifications of weapons systems through sustainment and disposal.
  • Assist with leading/supporting activities including, but not limited to, planning meetings/offsites, facilitating meetings/offsites, developing documentation, and attending specialized meetings as required. Support activities will include developing and disseminating the agenda and slides, opening and setting up the conference room, recording and disseminating action items via electronic mail, and securing the room after the meeting.
  • Apply integration, communication, coordination, organizational, and planning expertise to research and development activities and acquisition efforts across a broad spectrum of functional disciplines to assist with the implementation of program direction.
  • Support, assist, and advise working groups, planning teams, and IPTs by preparing and reviewing agendas, coordinating topics and speakers, researching regulations and policies, and tracking and closing action items.
  • Support and assist with stakeholder communication. The Contractor will work with AFLCMC/WIDN Branch Chief, leadership, and the DMM support to develop and environment that will be utilized to communicate information to the AFPEO/WI Directorate.
