Requirements

  • Strong organizational, analytical, and problem-solving skills with sound judgment and discretion.
  • Ability to work independently with minimal supervision while contributing effectively to a diverse, team-oriented environment.
  • Active SECRET Clearance
  • One to two years of prior experience at the Department of State (waivable with equivalent qualifications).
  • Bachelor’s degree required; Master’s degree in International Affairs, Middle Eastern Studies, or related field preferred.
Responsibilities
  • Manage a defined portfolio (country, thematic, or project-based), aligning activities with NEA/AC policy objectives.
  • Develop and maintain country program/foreign assistance resource inventories, budgets, and project data in NEA/AC systems.
  • Prepare internal and external reports on strategies, budgets, performance, and evaluations.
  • Support grants management, including reviewing quarterly performance reports, monitoring ongoing programs, and making funding recommendations.
  • Assist in developing Congressional Notifications, action memos, and funding transfer documents in coordination with internal offices and the Office of the Legal Advisor.
  • Serve as a point of contact between NEA/AC, NEA/FO, other bureaus, the Secretary’s Executive Secretariat, U.S. Embassies, interagency partners, and NGOs.
  • Coordinate programs with USAID, U.S. Army Corps of Engineers, Treasury, Commerce, Agriculture, Energy, Interior, Health and Human Services, and other U.S. government entities.
  • Support NEA/AC participation in Chiefs of Mission conferences and other high-level meetings.
  • Lead information management for NEA/AC, maintaining accurate records in databases and platforms including SharePoint, Grant Solutions, ACPRS, and NEA/AC inventory trackers.
  • Draft, revise, edit, and track official documents and correspondence, ensuring compliance with Department of State formatting and clearance requirements.
  • Develop functional mapping products and knowledge management methodologies to enhance program monitoring and evaluation.
  • Analyze ongoing projects to assess strengths and weaknesses, providing recommendations for course adjustments.
  • Conduct research on bilateral and multilateral foreign assistance initiatives, preparing findings for leadership.
  • Facilitate quarterly portfolio reviews with senior leadership, supporting data-driven decision making.
  • Maintain schedules, calendars, and meeting arrangements for senior officers as requested.
  • Provide back-up administrative support including timekeeping, visitor escorting, and meeting preparation.
  • Review work products for accuracy, completeness, and policy compliance prior to senior leadership submission.
Desired Qualifications
  • Knowledge of Department of State and USAID operations, foreign assistance processes, and interagency coordination.
  • Experience with U.S. foreign affairs agencies or international organizations.
  • Foreign language skills desirable.
