Requirements
  • BS/BA degree in business, management or related field (or equivalent) plus approximately 8 years of related experience
  • A master’s degree in accounting or finance is required with at least three years work experience in accounting, budget execution, information technology, financial system requirements and analysis, financial planning and reporting, auditing, and internal financial controls
  • Must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word, Excel, PowerPoint) and related tools and technology required for the position; also proficient with Publisher and Adobe
  • U.S. Citizenship Required
  • Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations
  • All staff must be determined eligible for a “Facility Access Authorization” by the US Government Security Office
  • Consecutive employment in a position with comparable responsibilities within the past five (5) years (implied by qualifications)

Responsibilities
  • Support requirements for Program Support and the Budget and Financial Analyst IV supports budget formulation and budget execution activities
  • Prepares regular and special budget reports and analyze monthly department budgeting and accounting reports to maintain expenditure controls
  • Ability to lead a team of financial management professionals
  • Possess a thorough knowledge of Federal financial and accounting systems requirements
  • Experience with multi-year/no-year appropriations and differing appropriations (e.g., Operations and Maintenance and Procurement)
  • Serve as a leader ensuring that a group of financial management professionals are working in concert with automated complex business practices within the time frame specified by the customer and that all of the requirements are met
  • Assess products and procedures for compliance with government standards, accounting principles, and multi-tiered system application standards
  • Grasp interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems concurrently or later
  • Prepare milestone documentation and presentations for senior managers, colleagues, and subordinates
  • Present material before outside authority for the client and/or prepare Program Managers for briefings and presentations
  • Familiar with activity based costing, business case analysis and outsourcing requirements
  • Support project teams and program managers and provide daily execution assigned work functions
  • Provide management support to collect, evaluate and test financial data for recurring departmental processes and reviews; summarize issues and findings clearly
  • Have strong analytical and problem solving skills
  • Conduct periodic reconciliation reviews of external interfaces with various field offices to identify and correct data gaps, financial discrepancies and errors
  • Work with a variety of information technology systems to provide Enterprise Services Staff Support Services
  • Provide acquisition support for all bureaus with functional areas including information technology, financial management, human resources, program management, economic analysis, executive support and administrative support
  • Advanced experience with Microsoft Office Word, PowerPoint, Excel, and Outlook
  • Strong presentation skills and ability to communicate effectively orally and in writing to support standard services across the Department
Desired Qualifications
  • Experience with Federal Managers’ Financial Integrity Act (FMFIA) preferred
  • CPA is a plus
