Requirements
  • Civil Engineering or Relevant Experience
  • At least ten (10) years’ experience in Civil Engineering Construction with five (5) years’ experience with wet and dry utility construction including relocation of all utilities including water, natural gas, power, sanitary sewers, storm drains and communications
  • Local Los Angles experience in coordination with utility owners highly desirable
  • LA Metro experience is highly desirable
  • State of California Professional Engineering registration or ability to obtain within six (6) months is desirable
  • QSD or QSP is desirable
  • Knowledge of excavations
  • Strong command of plan reading
  • Strong Oral and Written communication skills
  • Fundamental knowledge of surveying and survey lay outs
  • Experience or knowledge of rail yards is desirable
Responsibilities
  • Assist as part of the construction management team for utilities with a focus on power and systems duct banks
  • Monitor utility relocation & utility installation construction progress
  • Work with the designers and contractor to address conflicts discovered during construction
  • Coordinate with inspectors
  • Assist with RFI and RFC responses
  • Assist with schedule and payment application reviews and interfacing with DWP Power
  • Communicate to the contractor construction techniques and changes where necessary to enhance job safety as directed by LACMTA Safety Department
  • Fully enforce any safety or quality related stop work notices, Nonconformance Reports and action items
  • Maintain contractor deficiency lists, action lists, and Non-Conformance Report logs, and enforce corrective actions as required
  • Monitor all construction activities
  • Lead weekly construction progress meetings, readiness review meetings, Third party coordination meetings, design coordination meetings, and other construction meetings
  • Assist LACMTA's Construction Relations Team in maintaining a dialogue with local residents and merchants
  • Participate in meetings related to public outreach and construction impact mitigation
  • Monitor construction contractor progress against the approved Project Master Schedule and obtain, as needed, work-around schedules from the contractor to mitigate progress delays
  • Review, for compliance, the submittal requirements and process same in a timely manner, verify all open issues are addressed, and following the review by LACMTA or its engineering consultant, return the submittal back to the contractor
  • Analyze construction contractor claims and Requests for Change (RFCs), and provide to LACMTA's Contract Administrator the basis for recommendation to resolve a claim or to authorize a change
  • Process Change Notices (CNS)
  • Assist LACMTA's Contract Administrator to process contract Change Orders (CO) and Contract Modifications, including negotiations, and assist LACMTA in preparation of Board agenda items
  • Review and verify contractor progress payment requests and provide basis and data for recommended payment or rejections
  • Assist in development of recommendations to LACMTA's Contract Administrator and Project Manager for mitigation of disputed Change Notices I Change Orders and other disputes
  • Assist LACMTA in presentation of information to support LACMTA's position regarding disputed claims in an alternative dispute resolution process, which may include a Dispute Review Board, mediation and/or arbitration
  • Provide support to LACMTA in the event litigation arises from a disputed claim
  • Monitor the performance of contractor QC inspections to verify attainment of the specified level of quality
  • Support a highly visible safety program as described in the Construction Safety and Security Manual, as directed by LACMTA's Safety staff
  • Verify that contractors obtain all required permits, licenses, certificates, bond amendments and insurance
  • Verify that the construction contractor maintains complete and accurate as-built drawings in accordance with contract requirements
  • Assist LACMTA's Environmental Compliance and Services Department in regulatory compliance, including but not limited to stormwater management, environmentally related permitting, and environmental mitigation monitoring
  • Assist and develop a punch list for project completion
