Requirements
  • Master of Science degree, plus 10 years of experience; or a Bachelor of Science Degree and 14 years of experience.
  • U.S. Citizenship Required for the purposes of obtaining/holding a U.S. security clearance
  • Top Secret Clearance, SCI Eligible
  • Subject matter expert in test and evaluation of DoD Missile Defense MDAP programs and MDA programs, software development and testing, and T&E policy.
  • Experience must be in the DoD MDAP program acquisition process, test and evaluation, systems engineering, and systems analysis, related discipline, and/or military/DoD civilian areas.
  • Experience with the DoD acquisition system and MDAP programs' developmental testing, cyber testing, and test planning.
  • Ability to quickly draft technical issue papers, staff summaries, memoranda, and briefings, including translating program technical issues into executive-level terms for senior decision makers and government staff assistants.
  • Ability to prepare and present evaluation and assessment of test results to senior decision makers.
  • Experience with Service and OSD-level operating practices, Joint Staff, Navy Staff, program office relationships and T&E execution organizations; knowledge of the functions and practices of the OSD organization and its responsibility for oversight of major defense acquisition programs.
  • Experience with digital engineering tools and processes such as CAMEO.
  • Excellent command and proficiency with the Microsoft Office Suite
Responsibilities
  • Serve as the lead DTE&A action officer for Missile Defense System Next Generation Interceptor (NGI) Development Program and related programs; coordinate SME work in support of engagement.
  • Working knowledge and experience in Missile Defense Agency (MDA) Engineering and Test processes, particularly in Ground-Based Midcourse Defense, C2BMC, and Ground-Based Sensors
  • Working knowledge and experience in Missile Defense modeling and simulation (mod&sim) and ground/flight testing.
  • Experience using modern digital engineering tools and mod&sim systems (CAMEO, STK, AFSIM, SysML, others) in support analyses and assessments.
  • Conduct analysis of emerging DoD and MDA missile system programs using modern digital engineering tools and reviewing historical performance of related programs, technologies, and activities.
  • Evaluate the acquisition and technology risks of missile-systems programs and supporting development; secure cutting-edge technology and engineering capabilities to facilitate modernization efforts across DoD.
  • Analyze and evaluate acquisitions programs to support timely delivery of key warfighting capabilities to DoD.
  • Integrate analysis of digital engineering artifacts into the assessments.
  • Provide Developmental Test and Evaluation (DT&E) and Systems Engineering support to the government on advanced missile systems and related technology. Extreme focus on hypervelocity capability.
  • Provide assessments and risk evaluations to OUSD(R&E), Milestone Decision Authorities, Services, Agencies, and PEOs.
  • Review and assess Test and Evaluation Master Plans (TEMPs), developmental test plans, System Engineering Plans (SEPs), Lifecycle Sustainment Plan (LCSPs), Acquisition Decision Memoranda (ADMs), Acquisition Baselines and Strategies, and other milestone decision documents.
  • Evaluate test results, schedules, resources, and technological risks for program reviews.
  • Provide working-level integrated product teams (WIPTs) Test and Evaluation and systems engineering support. Support Independent Technical Risk Assessments (ITRA). Travel as required to collaborate with stakeholders and programs.
  • Develop papers, reports, and briefings targeted to senior OSD decision makers.
  • Assess and provide recommendations on DT&E policy.
Desired Qualifications
  • Active Top Secret clearance or higher
  • Extensive experience with DoD Missile Defense Agency programs and systems such as Ground-Based Midcourse Defense, C2BMC, and Ground-Based Sensors
  • Experience with advanced modeling and simulation of missile defense systems and hypervelocity physics
  • Experience with or knowledge of policy development and implementation within DoD and OSD
  • Experience working with OUSD(R&E), Milestone Decision Authorities, services, agencies, and PEOs in a program management context
