Requirements
  • A high school education, GED, or equivalent is required.
  • The candidate must hold and present a valid driver's license, Social Security card, and proof of vehicle insurance.

Responsibilities
  • Observe and document debris removal operations to ensure compliance with Federal Emergency Management Agency Public Assistance program requirements and project guidelines.
  • Complete and maintain load tickets, daily logs, incident reports, photographic records, and written documentation of work activities, debris, and trucks.
  • Monitor third-party contractor operations for compliance with safety standards, scope of work, and operational requirements.
  • Identify and report safety hazards, pre-existing damage, contractor-caused damage, discrepancies, and other issues to supervisors.
  • Participate in daily briefings and follow project procedures, policies, and reporting requirements.
  • Monitor debris removal in assigned project areas, including public rights-of-way, private property, and waterways.
  • Verify authorizations such as Right of Entry and ensure required documentation is complete.
  • Coordinate with appropriate specialists regarding environmental and regulatory requirements when needed.
  • Identify and report potential impacts to protected areas, waterways, or historical sites.
  • Monitor debris collection at loading sites for eligibility and compliance with FEMA Public Assistance guidelines.
  • Verify debris types and segregation, including vegetative, construction and demolition, and mixed debris.
  • Confirm load-ticket information and applicable location details.
  • Ensure traffic-control and site-safety practices are implemented.
  • Verify load tickets and document incoming loads at disposal or debris management sites.
  • Estimate and validate load volumes based on truck capacity and load characteristics.
  • Ensure debris is deposited in designated areas according to debris type.
  • Monitor site operations for safe and efficient truck and equipment flow.
  • Confirm trucks are fully emptied before leaving the site and keep access routes clear.
  • Monitor debris removal from boats or other marine vessels in rivers, streams, canals, lakes, reservoirs, and coastal areas.
  • Verify eligibility and proper handling during water-based removal operations.
  • Ensure debris is collected, contained, transported, and disposed of according to project specifications.
  • Travel as required to project sites and perform additional duties assigned by the supervisor.
  • Maintain professional and courteous interactions with contractors, supervisors, coworkers, client representatives, and the public.
